Manager, Technical Support (Quantity)
This position is located at the Regional Headquarters in Whitby.
Reporting to the Director of Environmental Services, the Manager, Technical Support (Quantity) will provide leadership, direction, and advice regarding services delivered by the division, adopt new approaches and empower decision making, while providing overall advice, guidance, solutions, strategic and operational direction in the delivery of the group's services, primarily in the areas of energy & water efficiency, climate change, hydraulic modelling, operations support, system optimization, GIS and data management and resource recovery.
The incumbent will:
- Ensure energy reduction targets are met which results in energy savings
- Provide input on capital project designs to ensure optimal energy savings while ensuring operational requirements are not impacted
- Develop and manage a water and wastewater GHG emissions management strategy for all water and wastewater facilities
- Develop a framework for quantifying, tracking and reporting GHG emissions from the Region's facilities
- Provide modelling and technical expertise regarding water and wastewater hydraulic analysis to support other divisions for their system optimization and planning
- Manage the implementation of various projects related to water efficiency
- Maintain the Works Department's GIS system for Regional road, water, wastewater and storm infrastructure, including the Works Data Viewer
- Developing dashboards and data reporting tools for internal and external stakeholders
- Provide accurate mapping products to internal and external clients such as conservation authorities, construction companies, engineering firms, municipalities, and One Call for locating services
- Represent Technical Support and Durham Region at internal and external meetings
The successful applicant will possess:
- Licensing as a Professional Engineer with the Professional Engineers of Ontario
- Extensive workrelated experience in a supervisory environment and in the water and wastewater industry
- Extensive knowledge of water distribution systems, sanitary sewage treatment and sewage collection systems, Geographical Information Systems (GIS), hydraulic modelling and Energy and Water efficiency
- Extensive knowledge of applicable Provincial and Federal acts and regulations including Safe Drinking Water Act, Ontario Water Resources Act, Clean Water Act, Provincial Energy Reporting, National Pollutant Release Inventory, Environmental Protection Act and federal Wastewater Systems Effluent Regulation
- Experience working with Microsoft Office software (Word, Excel, PowerPoint, Outlook, Teams)
- Excellent verbal and written communication, managerial, problem solving, analytical, mediation, negotiation, conflict resolution, project management and organizational skills
- A valid Ontario Class G Driver's Licence and the use of a reliable vehicle
