THE ROLE:

We are seeking a
Senior Tax Consultant to join and support the success of our Property Assessment Consulting team.

Within this role, you will gather data to identify trends in the Real Estate market, discover assessment opportunities, and establish and support arguments for winning tribunal cases for our clients.

Our office is located in downtown Vancouver. This is mainly an in-office position, with some opportunities to work remotely._


KEY RESPONSIBILITIES:


Market Intelligence

  • Contributes to the local office's ongoing market data research and industry knowledge
  • Teaches and leads junior staff in collecting market research and data, as well as compiling and organizing it for easy access by all office staff
  • Collaborates with peers to develop and refine data analytics to identify trends in the market and increase consultant productivity.
  • Takes information learned from research, clients and market events to identify 5 or more potential opportunities annually to be pursued directly or in collaboration with senior staff
  • Uses market intelligence to find ways to expand revenues with existing clients

Valuation & Assessment Analysis

  • Creates valuation opinions and determines the merit of an appeal during the preliminary review
  • Assesses the preliminary review and client contract to determine work effort required, profitability, and billable hours
  • Conducts research on the property using internal/external databases and all approaches to property valuation
  • Weighs three valuation approaches and reconciles them to support a final opinion of value for assessment purposes
  • Conducts analysis of equity in relation to comparable assessments with consideration to and understanding of governing legislation
  • Generates various financial models & analyses using established procedures/templates for the valuation process
  • Compiles research and analysis to prepare initial arguments/positions for properties and property classes
  • Performs property inspections (land & building) to validate site specs, neighbourhood surveying and collect qualitative information to be used in hearings and/or client reports
  • Proposes view on appeal merits; complicated files to be reviewed by senior staff
  • Attends site visits with senior staff to develop an understanding of building/property value contesting

Reporting

  • Review and assist junior team members with the setup and preparation of initial reports
  • Review relevant data (using Altus templates specific to property type) as required: Copy & paste tables, references, images, etc. from established sources
  • Review schedules and related work papers to support the numbers to be submitted to jurisdictions
  • Review internal project tracking & client progress reports using Excel/Access/Altus Tools

File & Client Management

  • Manages midsized local & regional clients (operate in 1 jurisdiction; ~520 properties) that make up 1180% of Tax Canada's revenue in the specific geography
  • Manages less complex files independently; manages moderately complex files and clients under
the direction of senior staff

  • Ensures client engagements are fully executed and up to date
  • Develops an understanding of clients' propertyrelated issues and positions, and ensures that the internal team appreciates the client's expectations and conducts file work to meet all goals.
  • Oversees the Work in Progress (WIP) throughout the appeal process
  • Ensures client invoices are accurate (reflects nuances of file specifics), issued on a timely basis and handles any issues clients have with final invoices

Appeals

  • Appeal Procedures
Project manages the appeal process from start to finish for properties
Manages all municipal deadlines for an appeal process for assigned properties/portfolios
Manages appeals deadlines, coordinates all staff contributing to a case, and ensures timely submission of all appeals and evidence
Prepares and reviews all evidence submissions and actual documentation for accuracy and completeness before filing

  • Appeal Conduct
Applies technical skills and industry-specific knowledge to provide property assessment and tax consulting services to new and existing clients with very limited review ('Stage 2')
Prepares formal legal documents (i.e. Statement of Issue)
Prepares written argument and evidence for appeal
Contributes to composing assessment appeal reports
