JOB SUMMARY
Reporting to the Treasurer, the incumbent assists in the planning, organization, and control of financial and material resources in the Finance Department.
You will be responsible for the efficient delivery of all services and activities under your supervision, including accounting, payables and supervision of departmental staff.
MAIN RESPONSABILITIES
ACCOUNTING / INTERNAL CONTROL:
- Assist in the supervision and management of all operations related to the financial management of the municipality (taxation, asset management, user fees, borrowing bylaws, billing, grant programs, etc.)
- Assist in the following, managing and compiling the inventory of assets; assisting in the development of a plan for the management of the municipality's assets;
- Assist in the drafting and preparation of policies and procedures for financial management;
- Approve and code purchases related to the finance department;
- Ensure that the purchasing policy is followed;
TREASURY AND FINANCE:
- Assist in the preparation, management and control of expenses appearing in the municipality's operating budget;
- Assist in ensuring that all municipal departments meet their obligations with respect to the allocation of grant revenues, development charges and reserve funds;
- Collaborate with department heads and consultants on all activities, projects, programs and files related to municipal finances;
- Assist in the drafting of bylaws relating to borrowing, and financing with regards to the management and financial operations of the municipality, including the investment of municipal funds;
- Supervise the team and assign tasks and responsibilities, as required;
REPORTING:
- Complete annual reports required by different ministries (example: Financial information return FIR);
- Assist in compiling and analyzing internal data for reporting purposes;
- Prepare a monthly report on the state of finances and submit recommendations to the Treasurer on various matters;
- Assist in the preparation and presentation of reports to Council and other agencies;
YEAR END:
- Assist in preparing worksheets, schedules, and documents for the yearend financial statement audit;
- Ensures the accuracy of revenue, expense and balance sheet accounts;
- Assist in responding to auditor requests;
OTHERS:
- Assist in responding to the requests and complaints received in relation to municipal finances and bylaws that fall under the department's jurisdiction;
- Assist in investigating and responding to verbal and written inquiries from Council, the Chief Administrative Officer, agencies, levels of government and the public relating to finance and the interpretation of bylaw provisions;
- Assist in the verification of the municipality's insurance coverage in collaboration with the Chief Administrative Officer and the Treasurer;
- Replace the treasurer in her absence;
- Perform all other related tasks.
Education:
Bachelor's degree in accounting or finance;
Experience: 5 years in a similar position;
Certification/Accreditation/Professionnal Order:
- Certified Professional Accountant (CPA), or designation in process;
- Member or eligible for membership to the Association of Accountants and Treasurers of Ontario;
Specific knowledge:
- Fluent in one of the two official languages; beginner/intermediate in the other;
- Microsoft Excel
- Knowledge of the Microsoft suite (Word, Outlook, Power Point);
- Experience with financial software's;
- Knowledge of municipal finance laws, regulations and reporting requirements as well as experience in the municipal sector, an asset

Hour of work: 40 hrs. per week

$42.52 to $48.10 per hour
