- Analyzes and evaluates properties considered for inclusion in the City's Heritage Register and designation under the Ontario Heritage Act. Conducts archival analysis applying prescribed provincial criteria and prepares and presents reports, makes recommendations to the Toronto Preservation Board, Committees and Council.
- Serves as an expert witness at hearings of judicial boards and tribunals such as the Ontario Lands Tribunal and Provincial Court. Presents evidence and provides professional opinion. Coordinates and conducts studies, proposes policies and works with consultants in the preparation and adoption of Heritage Conservation District studies and Cultural Heritage Resources Assessments.
- Provides project coordination throughout the implementation process of a Heritage
- Conservation District and Cultural Heritage Resource Assessment. Facilitates the internal and external consultation process, public outreach and community education in compliance with the Ontario Heritage Act and other applicable legislation.
- Establishes and maintains linkages to communities and other divisions to ensure effective partnerships.
- Experience working with Indigenous communities and First Nations, preferably in an engagement role.
- Conducts heritage conservation planning studies and initiatives, reviews development proposals, develops recommendations and drafts reports for Committees and Council. Administers the City's Heritage Tax Rebate Program, including the development of policy and heritage property inspections related to these incentives. Coordinates with other City divisions and provincial agencies. Advises and makes recommendations to City Council on funding allocations. Ensures project expenditures are controlled and maintained within approved budget.
- Analyzes data and prepares reports on heritage issues affecting the city. Evaluates preservation planning implications and prepares recommendations including policy changes.
- Reviews and contributes to the Official Plan policy planning process for all planning studies and the development of incentives and policy development.
- Provides information and advice to requests from elected officials, other levels of government, other City divisions, developers, consultants, agencies, boards and the public. Prepares reports and correspondence.
- Liaises and represents the City in meetings.
- Makes presentations to and answers enquiries from the public regarding Heritage Planning.
- Develops and conducts public participation programs.
- Prepares and presents reports, makes recommendations to the Toronto Preservation Board, Committees and Council on proposals involving heritage resources, including heritage conservation incentives, alterations to listed and designated buildings, demolition of heritage properties, and heritage policy.
- Reviews, evaluates and provides comments on development proposals including Zoning Bylaw and Official Plan amendments, Committee of Adjustment applications, building plans and conservation/restoration plans as they relate to listed, designated and potential heritage resources. Issues approval or makes recommendation of approval/refusal to City Council. Consults with internal and external parties on development proposals and proposals to alter designated and listed resources in the application of City heritage policies and accepted principles of architectural, urban design planning and heritage preservation. Identifies, negotiates and mediates conflicting positions with groups that have varied objectives.
- Proposes and negotiates alternate development strategies that meet heritage best practice.
- Advises on the use of incentives to leverage high quality conservation of heritage properties.
- Reviews and comments on technical reports and drawings including Heritage Impact
- Assessments, Conservation Plans, Landscape Plans, Lighting Plans, Interpretation Plans and Heritage Signage Plans.
- Negotiates Heritage Easement Agreements, prepares documentation and legal schedules.
- Monitors implementation.
- Inspects heritage properties in accordance with the Ontario Heritage Act, Toronto Municipal Code and Heritage Property Standards By-law. Works in conjunction with and serves as an expert resource to Toronto Fire and Toronto Buildings when heritage properties have been subject to fire or other structural failures.
- Post-secondary education in planning, architecture, history, or in a professional discipline pertinent to the job function or equivalent combination of education and experience.
- Considerable experience working in the field of heritage conservation including, creating heritage plans, developing policy and conducting historic research
- Experience in leading and conducting heritage planning studies and preparing Heritage Conservation District plans and Cultural Heritage Resource Assessments.
- Experience in leading and coordinating heritage conservation projects from inception to implementation in a multi-stakeholder and a high-pressure, high-volume environment.
- Applied knowledge of the Ontario Heritage Act, Planning Act, the Official Plan and the Development Review Process which includes the current regulations and evolving planning policy trends in the City.
- Knowledge of historical preservation theory, legislation, principles and practice.
- Sound knowledge of heritage planning and urban design, historical theory, legislation and technological principles that pertains to heritage preservation.
- Demonstrated ability to interpret architectural and site plan drawings.
- Ability to produce concise and effective reports, presentations and recommendations under time constraints.
- Ability to apply critical judgement and analytical thinking.
- Experience working with Indigenous communities and First Nations, preferably in an engagement role, is an asset.
- Ability to work independently on confidential and sensitive matters with minimum supervision in a highly demanding work environment with many competing priorities and deadlines. Ability to establish effective working relationships with all stakeholders, senior level staff, outside agencies, politicians and other orders of government.
- Highly developed interpersonal, conflict resolution, mediation, and problem-solving skills in an effort to interact and communicate effectively with all levels of the organization.
- Proficient computer skills to utilize software packages relevant to supporting the division's core requirements e.g. MS Office.
- Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational Health and Safety Act (OHSA), the Human Rights Code and other regulations/legislation that apply to the job duties.
