Position Highlights
ICBC is currently looking for an Evaluation Advisor, Performance Measurement and Evaluation to join the Strategic Analytics
department. The team uses its specialized skills to improve strategic and tactical decision-making and to support the
achievement of corporate priorities. The team is responsible for planning, analyzing and evaluating ICBC programs and
initiatives, providing expertise, leadership, facilitation and guidance in the design and implementation of an evaluation. Through
our evidence-informed practice, we supply decision-making support to the Corporation. Your role would be to support the

- Support the lead evaluator in the planning and implementation of evaluation initiatives, which may include assisting with the
- Assist in the design and creation of data collection tools and protocols to support the evaluation.
- Collect, analyze, and synthesize quantitative and qualitative data sets; includes performing descriptive and inferential statistics,
- Create data visualizations such as dashboards and written summaries, as well as assist with evaluation report writing.
Position Requirements
Through your education and experience, you have demonstrated:
- Knowledge of program evaluation and design approaches including logic modelling and framework development.
- Knowledge of research methods, experimental design and analysis
- Experience with quantitative, qualitative and mixed methods designs and tool development
- Research skills and experience in conducting literature reviews and in critically appraising the quality of research results is an
- Working knowledge of analytic software such as Python, R, SAS, SPSS or a comparable software
- Working knowledge of qualitative analysis tools such as Atlasti.
- Strong oral and written communication skills.
- Ability to effectively organise and synthesize reports and summarize complex data into understandable, userfriendly, relevant
- Familiarity with ethical and practice guidelines and standard for evaluators from the Canadian Evaluation Society or American
- Ability for selfdirected learning/working, as well as collaboration and teamwork.
- Ability to plan, organize, and manage priorities to meet tight deadlines.
- Strong attention to detail.
Furthermore, you have obtained your Degree in a relevant field that may include Health Sciences, Social Sciences, Applied
Sciences or equivalent, with emphasis on evaluation and research, qualitative and qualitative analysis skills, and tool
development.
Position Information
The position reports to the Manager of Performance Measurement and Evaluation within the Strategic Analytic Department. The
Strategic Analytics department enables data-driven decision-making leveraging advanced analytics, statistical modelling, and
predictive analytics, and supplies program measurement and evaluation. The Performance Measurement and Evaluation team's
focus is on the assessment of internal and external initiatives, supporting evidence based decision-making and enabling
continuous improvement. This position will support the lead evaluator in conducting these assessments.
