SCOPE

Reporting to the Associate Vice-President, Human Resources (AVPHR), the incumbent provides leadership and direction in the daily administration of the Human Resources department.

They are also responsible for the management of policies, projects, budgets, Human Resources events, space requirements as well as data gathering and analysis.

This includes overseeing development and recommendations of HR policies.

The position oversees the ongoing development and optimization of all aspects of administration in the Office of the Associate Vice-President, Human Resources, compliance with University policies, Government requirements, and managing projects as needed.


PRIMARY RESPONSIBILITIES

  • Lead the daily administration of the office, as well as establish administrative procedures for the Office of the AVPHR. Prepare dossiers and reports for the AVPHR, including research and analysis of data and information. Monitor and screen all communications addressed to the AVPHR and manage correspondence, signatures, action followup and deadlines.
  • Establish procedures for the office of the AVPHR in alignment with the HR Process Framework.
  • Maintain close working relationships with the Offices of the Associate Vice-Presidents, Vice Presidents and President. Liaise with executives within and external to the University. Liaise with these offices including highly sensitive and confidential matters.
  • Prepare dossiers for the AVPHR, including creation, research, compilation and analysis of data and information and reports in preparation for external and internal dossiers.
  • Hire, train, assess needs, and plan staff's professional development.
  • Oversee the implementation of policy and procedures relating to Human Resources. Manage and recommend development and revision of HR policies, including implementation as needed. Accompany process / policy owner(s) in delivery while aligning with governance requirements.
  • Organize and supervise major projects, assignments, meetings and special University and HR related events such as recognition events, etc. Manage agendas, gather and assemble documents for distribution to members, provide summary notes, follow up on action items, schedule and coordinate with the EA to the AVPHR meeting spaces, catering, etc. Maintain vacation/attendance schedules for the Office of the AVPHR, as well as vacation schedules for the AVPHR's direct reports.
  • Oversee the preparation and administration of the Human Resources budget. Forecast and plan budgetary requirements and process. Produce financial reports and recommend needs and solutions to the AVPHR.
  • Attend events and meetings with and/or on behalf of the AVPHR and represents HR and the Office of the AVPHR on various committees pertaining to universitywide and other issues. Debrief the AVPHR following meetings and ensure that action is taken to followup.
  • Manage and coordinate all access to information requests.
  • Participate in operational and strategic planning in the HR department.
  • Oversee the maintenance of the University Holiday Calendar in collaboration with various stakeholders.
  • Undertake other duties and/or special projects as requested and in support of the AVPHR and HR Directors team.

REQUIREMENTS

  • Bachelor's degree Human Resources, Business Administration or in a field related to the primary responsibilities and four to seven of relevant work experience with at least two years of supervisory and senior managerial experience preferably in a unionized environment.
  • Human Resources designation (CHRP) is an asset.
  • Very good knowledge (Level 5) of spoken and written English and French to write and edit correspondence, provide and interpret detailed information, and deal with complex situations in both official languages.
  • Strong planning, organizational and problemsolving skills as well as ability to set individual and team priorities.
