Description

Reporting to the Division Chief of Training, this position involves the functional direction to staff training and is responsible to assist in the supervision of the Training Division.

The Captain of Training assists with research, development, planning and coordination of a comprehensive training program for all suppression staff.


The Training Captain assists and oversees support functions (emergency and non-emergency), coordination and promotion of health and safety, research and development of training and response related policies and guidelines.

The Captain of Training maintains complete records of all suppression staff training conducted and equipment used.


Major Job Responsibilities:


  • Assist with the supervision of the overall activities and programs of the division
  • Provide assistance to the Division Chief of Training with the development of capital and operating budgets by identifying and recommending priorities for operating requirements
  • Develop training schedules for all suppression staff
  • Trains personnel in the techniques of instruction; assist instructors in the delivery of training, management of training facilities and resources
  • Use learning checks and feedback, evaluates training programs and recommends necessary changes
  • Conduct research, develops, prepares teaching plans, and maintain training records, evaluations and correspondence
  • Document all training as per the fire department management system to maintain records on all personnel
  • Assist in the development, coordination and delivery of training programs; conduct and assist in the evaluation of a variety of training programs such as; emergency vehicle operations, the Incident Management System and all specialized training programs (i.e. rope rescue, hazmat, etc.)
  • Assist with the facilitation of attendance of personnel to the Fire College and other learning institutions
  • Assist with annual review and revision of training material and SOG's to ensure compliance to new legislation and evolving trends
  • Assist with coordination and delivery of training for fire ground support operations such as accountability, entry control, rapid intervention and onscene safety.
  • Assist with the development and submission of an annual training plan
  • Oversee the Designated Officer program and acts as a Designated Officer when required
  • Liaison between the Milton Fire Department and Medical Director
  • Participate in the assessment of fire ground techniques through postincident critiques
  • Performs other duties as assigned in accordance with departmental objectives

Education and Experience:


Education:


  • O.F.C. Fire Protection Technology Diploma / Company Officer Diploma or
Educational training and/or experience (or equivalent)

  • Postsecondary education in adult education or other relevant discipline

Experience:


  • Minimum of five (5) years' fulltime firefighter experience; must hold the position of Captain

Minimum Qualifications:

Certifications and Designations

  • NFPA 1041—Fire Instructor Level II Certified (Pro Board, IFSAC or OFMEM equivalency)
  • NFPA 1021—Fire Officer Level 1 Certified (Pro Board, IFSAC or OFMEM equivalency)
  • NFPA 1072—HazMat Awareness
  • NFPA 1001/1002—Firefighter (Pro Board, IFSAC or OFMEM equivalency)
  • Blue Card Incident Command Training and Certification
  • A valid Class "DZ" Driver's License with a clean driving record that demonstrates responsible and safe driving habits. A recent driver abstract within 30 days will be required for those selected for an interview. Persons with 4 or more demerit points need not apply

Preferred Qualifications:

Certificates and Designations

  • Standard First Aid, CPR and AED
  • NFPA 1006—Technical Rescuer Certifications (Pro Board, IFSAC or OFMEM equivalency)
  • Demonstrated instructional experience in various technical rescue disciplines, including:
  • Auto extrication
  • Rope rescue
  • Ice and water rescue
  • Confined space rescue
  • Elevator rescue
  • Trench rescue
  • Demonstrated experience with the Incident Command System
  • Demonstrated experience in the Incident Safety Officer role
  • Experience and proficiency in elearning and Learning Management Systems
  • Experience and proficiency using "Fire Department Management" Training Software
  • Expanded knowledge of firefighting, rescue and specialized emergency techniques, policies, procedures and equipment
  • Thorough knowledge in techniques and methods of instruction through the trainer facilitator format
  • Knowledge in the preparation of lesson plans and presentations
  • Knowledge of the geography, buildings and major fire hazards within the Town of Milton
  • Knowledge of various acts, bylaws, rules and regulations governing the Milton Fire Department
  • Ability to establish and maintain effective working relationships with assigned staff, other divisional staff, municipal departments, the training industry and the general public
  • Ability to plan and provide direction for the work
