Our Water Services Department is seeking a Supervisor, Environmental Management who will engage and lead a dedicated team of field operations staff and contractors working on the Watersheds & Environment Team.

The Supervisor, Environmental Management reports to the Division Manager, Environmental Management and falls within our Management / Leadership Level M1 job family.

This role:


  • Supervises Environmental Management systems for Water Services including the development and implementation of an ISO 14001 compliant Environmental Management System for the utility. Provides advice on environmental management requirements and protocols affecting the utility.
  • Monitors and controls spending ensuring the effective and efficient expenditure of allocated funds within the approved budget. Contributes to budget preparation and planning. Prepares accurate cost estimates and schedules for internal work requests. Proposes strategies to effectively use resources and prepares business cases for improvements, equipment replacements or issues or opportunities outside of budget.
  • Provides environmental planning input to the Division Manager for construction and maintenance projects. Contributes to development of project environmental impact assessments, mitigation strategies, standards and protocols for management review. Researches and obtains necessary environmental permits and authorizations for construction and Water Services O&M.
  • Supervises environmental field and monitoring programs including: fisheries initiatives, source reservoir water quality monitoring and hydrology monitoring and various data station and equipment maintenance, contaminated site monitoring, drinking water leak monitoring, systemwide drinking water sampling and environmental incidents. Contributes to and implements work plans and objectives to fulfill program objectives.
  • Implements plans to achieve corporate and legislated goals for environmental management. Coordinates priorities, schedules and technical requirements; conducts and supervises research; implements and tests protocols and procedures; and provides training to Water Services staff for environmental management initiatives.
  • Hires, supervises, directs and develops staff, monitoring performance towards division, department, and corporate objectives. Ensures staff adhere to corporate workplace conduct and purchasing policies. Schedules and assigns work and ensures the collective agreement is adhered to. Leads and coaches staff recognizing the importance of safety training.
  • Prepares a range of written material to support decision making including status reports and briefing notes and provides technical advice to the department. Prepares correspondence, drafts reports, prepares and evaluates requests for proposals and reviews technical and professional plans and reports.
  • As required, represents the Division Manager on working groups or at workshops and conferences addressing matters associated with environmental management, related regulatory and legislative requirements, and corporate commitments under the Joint Water Use Plan and Drinking Water Management Plan.
  • Ensures safe work procedures are integrated in the work routines of staff. Conducts safety meetings and inspections and monitors work practices and incident reports noting and addressing issues as they occur. Prepares written safe work and emergency procedures and oversees initiatives to improve safety.
  • Shares oncall standby duties and handles emergency response and support to staff working outside of normal business hours.
  • Performs other related duties as required.

To be successful, you have:


  • 3 years of recent, related experience supplemented by a university degree or diploma in Natural Resource Management, or other relevant field; or an equivalent combination of training and experience.
  • Membership or eligibility for immediate membership as Registered Professional Biologist (BC College of Applied Biology) is considered an asset.
  • Complete understanding and knowledge of environmental management principles and processes for a variety of construction and maintenance activities. Demonstrated ability to guide the implementation of environmental management systems, impact assessments and mitigation strategies.
  • Experience and knowledge working in the capacity of a Qualified Environmental Professional on sites and in project planning and documentation reviews.
  • Complete knowledge and understanding of the regulatory criteria, quality assurance and control, customer expectations and business drivers relevant to Water Services.
