Support People Cluster leaders and colleagues to assist in maintaining and delivering human resources (HR) programs, products, processes and policies which support HR initiatives and align with business goals and objectives.

Provide research and data to help develop new or enhance existing HR programs and services. Provide guidance to WSIB management and staff on various HR programs, policies and practices.

Support the implementation of current and future People Cluster human resource strategies.

This role is involved in various HR programs, initiatives, processes and communications; working across the People Cluster with intra-department representatives to ensure the delivery of HR activities, continuous improvement and new processes.


Support alignment of HR business practices with people strategies, operational priorities and WSIB strategic initiatives and facilitate operational planning and implementation.


Major Duties & Responsibilities
Keep up to date with HR related trends and new/updated legislation/policies and inform changes to HR programs, policies, processes and initiatives by:

  • Monitoring and assessing the potential impacts of proposed changes in legislation, policy, process, or adoption of new trends on divisional plans, initiatives, budget and resourcing.
  • Using industry best practice research, approaches and technology solutions to provide advice on how to create efficiencies as it relates to various HR programs, policies, processes and initiatives.
  • Performing organizational and trend analysis to identify, document and inform management on potential cost and/or staff impact of business planning projects and initiatives.
  • Supporting business process work and transformational change within HR including documenting and reviewing current processes, establishing new processes, standardizing operating procedures, continuous improvement of existing processes within branches and making recommendations to management to improve overall service delivery.
  • Supporting the implementation of HR change management activities including providing options and recommendations (e.g. change guidelines), and assisting in the rollout of change initiatives to impacted stakeholders.
Support the HR planning process by conducting research, gathering information, conducting data analysis and making recommendations that will inform planning decisions regarding initiatives, current programs, timelines, and resourcing


This includes:

  • Monitoring ongoing and planned business initiatives to ensure they are in line with WSIB strategic goals, business needs and the People Cluster's operational/strategic plan; identify gaps in progress, provide recommendations and implement solutions to close gaps.
  • Assessing current and future new/updated initiatives and programs, identifying potential changes that may impact processes, technology and potential FTE changes.
  • Researching, designing and delivering HR programs within the branch.
  • Analyzing HR data to advise on gaps identified in HR programs, processes or initiatives and making recommendations to mitigate gaps.
  • Reviewing established branch metrics for future program creation, changes, improvements, etc.
  • Performing testing for HR system/process enhancements

Coordinate business project delivery by:

  • Defining project/initiative scope, goals and deliverables that support branch and HR goals including establishing business rationale, scenarios, benefits etc.
  • Tracking and monitoring project milestones to ensure deliverables are completed on time, on budget, and adhere to high quality standards.
  • Identifying project bottlenecks and providing recommendations on appropriate solutions.
  • Working collaboratively with stakeholders to identify improvement opportunities and gaps and developing solutions to address identified issues.
  • Identifying and advising on risks and mitigation plans for successful project delivery.
  • Ensuring projects/initiatives are effectively planned, managed and executed to ensure the smooth transition of new processes and/or systems
  • Monitoring and providing status updates on deliverables and timelines, identifying challenges to achieving milestones with recommended solutions.
  • Participating in the procurement and vendor management process for assigned vendors.
  • Collaborating with external vendors on WSIB projects/initiatives and programs.
  • Working with vendors and internal stakeholders to ensure a positive relationship and mutual understanding of deliverables.
  • Facilitating meetings, information sessions and requirements gathering sessions for the purposes of delivering value to the business unit and organization.
  • Developing and delivering presentations to key stakeholders across the People Cluster, including senior leaders, as well as to the organization.
  • Working with Communications branch to ensure HR related content is updated to reflect current processes and practices, within area(s) of expertise.
