    The City of Toronto is transforming its development review process from pre-application consultation to occupancy by reimagining organizational structures, processes and technology.

    A new Development Review Division is being established, which will enable a development review process that is effective and efficient; clear and transparent; and results in good city-building outcomes. To support the City's objective of improving housing affordability by meeting a target of 285,000 new housing starts by 2031 and 65,000 rent-controlled homes by 2030, the City is prioritizing and expediting affordable housing projects.

    The Development Review Division is hiring Project Coordinators for two teams: District Development Review and Priority Development Review.

    Job Summary – District Development Review Team:

    The Project Coordinator provides coordination and strategic support to this large transformational project affecting the structure of the City's development review process, developing new and updating existing operational practices, procedures and information related to the development review process and application requirements. The Project Coordinator researches and applies best practices to enhance both internal and external customer experience. The Project Coordinator demonstrates and applies an understanding of relevant municipal and provincial policies, guidelines, standards and procedures governing development review.

    Job Summary – Priority Development Review Team:

    The Project Coordinator provides project coordination and client support to priority affordable housing development projects with a focus on City-led projects and not-for-profit affordable housing providers. The Project Coordinator will work with the client and City staff to advance affordable housing projects through City processes. They provide guidance, set clear expectations, foster collaboration, identify risks, and resolve issues to get City approvals in place so that affordable housing can get built. The Priority Development Review team is proactive, inquisitive, customer-focused, and outcome-oriented.

    Major Responsibilities:

    • Coordinates the review of development applications with interdivisional review team members.
    • Coordinates completion of divisional work plans with divisional staff.
    • Monitors the progress of development applications through the process and identifies applications at risk of missing process milestones.
    • Schedules application milestone and discussion meetings with interdivisional review team members and with applicants; and prepares and distributes meeting agendas.
    • Effectively manages time and priorities, coordinating a large number of applications across interdivisional review team members.
    • Contributes to the successful review of applications, promoting and supporting collaboration within interdivisional application review teams.
    • Facilitates hand-offs between City divisions in order to improve the customer experience and help projects move forward in a timely manner.
    • Maintains application database and tracks performance metrics related to the City-wide delivery of the application review process.
    • Coordinates the implementation and standardization of new City-wide development review processes.
    • Assists in the roll out of change management initiatives to support transformation and City-wide development review process improvements.
    • Implements detailed plans and recommends policies and procedures regarding program specific requirements.
    • Conducts research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
    • Supervises assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
    • Makes recommendations to Development Review management to support management functions and improve efficiency and effectiveness of service delivery in regard to development review applications, service optimization and business process simplifications that could result in alternate service delivery, changes in staffing levels, restructuring, and resource allocation.
    • Monitors changes to corporate policies and procedures and determines impact on operations.
    • Prepares regular reports with trend analysis to management team on such issues as customer service measures and information management.
    • Prepares documents for management by conducting research, analysis, and scrutiny of all applicable materials.
    • Acts as a liaison between Development Review and other divisions, agencies, applicants, and other stakeholders with respect to the coordination of applications and operational issues in order to establish and maintain effective partnerships; and
    • Researches and reports on a range of new projects and initiatives as they arise with respect to application coordination.


    Key Qualifications

    1. Post-secondary education in Planning, Geography, Architecture, Engineering, a field relevant to policy, public administration, or an equivalent combination of education and experience.
    2. Considerable experience related to one or more of the subject areas of development review, planning, or building regulation.
    3. Experience with coordinating complex multi-stakeholder projects from inception to implementation.
    4. Demonstrated analytical skills in assessing and reviewing information, standards, and services to identify best practices and opportunities for improvements in service delivery.
    5. Knowledge of the planning process and policy framework, including the Official Plan, Zoning By-law, other municipal guidelines and/or standards and provincial planning legislation.
    6. Ability to conduct detailed and/or non-structured research or analysis with minimum supervision, within tight deadlines.
    7. Excellent written and verbal communication and presentation skills, and the ability to present complex information to a variety of audiences.
    8. Experience with CSDC's AMANDA platform, the City's IBMS or equivalent workflow tracking systems is considered an asset.
