Who is PBC Solutions?
PBC Solutions Ltd. is a wholly owned subsidiary of PBC Health Benefits Society (operating as Pacific Blue Cross).

Our mandate is to design, transform, and deliver the benefits and claims administration services offered by governments and other large organizations along with our consortium partners Advanced Solutions (which is our information management partner), NTT DATA, and EY.


Starting in the spring of 2023, PBC Solutions will administer
Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs.


Position Summary

Under the direction of the Manager, Finance & Accounting, the Financial Analyst will be responsible for financial planning, analysis and project finance for PBC Solutions.

This position will be a strategic advisor to the senior management team playing a pivotal role in company's growth plans and in yearly performance management.

The role delivers financial models and analytics that will provide key insights and drive strategy across the business.


Primary Duties

  • Creates analysis, commentaries, and prepares management reports and presentation materials in accordance with predetermined timelines (monthly, quarterly, annual) and in alignment with directives from the Leadership Team.
  • Develops complex and integrated financial models and conduct comprehensive data analysis for forecasting and risk assessment of potential opportunities and service improvements.
  • Analyzes and develops deep insights on business performance, core performance metrics (KPIs) and support in preparation of weekly/monthly/annual corporate performance reporting.
  • Creates and analyzes financial plans in close partnership with operational teams. This includes partnering with business units to evaluate, select, and prioritize strategic and operational initiatives.
  • Provides analysis and interpretation of the prepared financial statements by identifying trends, researching variances which may result from accounting errors or missing transactions.
  • Assists in evaluating strategic partnership opportunities including conducting detailed financial analysis and due diligence.
  • Develops business plans/cases for strategic initiatives incorporating comprehensive quantitative and qualitative analysis, iden1tify and help resolve issues and barriers.
  • Responsible for the financial analysis of various projects, collaborating with project teams, for monthly billing, cost control, forecasting and reporting on project portfolios.
  • Assists in developing annual operating plan cycle supporting the company's strategic priorities.
  • Creates P&L reforecast and develops processes to drive in year investment decisions, ensuring and improving accuracy across all areas of the company.
  • Supports all quarterly reforecast for corporate expense areas, ensuring functional leaders have a deep understanding of their businesses and financial implications of all decisions.
  • Provides regular adhoc costing and profitability analysis for business units.

Required Experience

  • Minimum of 3 years' of progressive financial analysis and reporting experience
  • Experience with large ERP systems (Workday) and working with large data sets
  • Strong financial background; exceptional analytical and modeling skills; expert knowledge of financial statements
  • Super User experience level of Microsoft Excel

Required Qualifications

  • Bachelor's degree in Business, Finance, Accounting, or related field required
  • Certified Professional Accountant (CPA), Certified Management Accountant (CMA) or Chartered Accountant (CA) designation

Travel/Work Location

  • Victoriabased (Greater Victoria Area)
