Your role
We are looking for a Manager, Government Relations and Analytics to join our Corporate Finance team.


In your role, you will represent the Corporation with the Treasury Board and the Department of Canadian Heritage in respect of all statutory financial requirements and other matters (Annual Reference Level Updates, Main Estimates, Supplementary Filings, Capital Budget submission, and others).

You will lead plans and develop all Treasury Board submissions for the Corporation. Ensuring potential risks and opportunities are identified, reported, mitigated, or enhanced.

You will liaise with Senior Management on all major initiatives while developing strong relationships with respective government departments, including Heritage, Treasury Board and the Department of Finance.

Prepares and presents summaries to the Executive Level of the Corporation on such submissions.


Activity:


  • Conduct special studies for Senior Management, the Board of Directors, and the Minister of Heritage's office.
  • Monitors and reports to Senior Management on economic changes which are expected to impact the Corporation and advise on action to be taken.
  • Develop responses to various government, parliamentary and press requests for information.
  • Perform an advisory role to business and media units across CBC/Radio-Canada on various financial matters.
  • Contribute to the development of short and longterm financial resource models for the Corporation for presentation to Senior Management and the Board of Directors.
  • Represent the Corporation with Treasury Board and the Department of Canadian Heritage in respect of all statutory financial requirements and other matters.
  • Conduct financial analysis and reporting related to various Treasury Board and Canadian Heritage submissions (e.g. ARLU, Supplementary Estimates, Corporate Plan, Capital Budget and other ad hoc requirements).
  • Support the initiatives of other corporate departments which maintain relations with government departments to ensure a coordinated approach towards communicating and implementing initiatives and distributing information
  • Develop and maintain working relationships with government department (Treasury Board, the Department of Canadian Heritage, and the Department of Finance etc.)
  • Conduct regular meetings with Treasury Board, Canadian heritage and other government officials as required for coordination, followup and advancing CBC/Radio-Canada issues and planning for future initiatives.
  • Perform an advisory role to business and media units across CBC/Radio-Canada on all Capital related matters
  • Contributes to the development of short and longterm financial resource models for the Corporation for presentation to Senior Management and the Board of Directors.
  • Prepares briefs or material for the President and other Senior Management in their dealings with internal and external officials.
  • Performs financial due diligence on contractual agreements, request for information and request for proposals as needed.
  • The position requires a University Degree in a related field with either a CPA designation, master in finance, MBA, or equivalent experience. A minimum of 5 to 7 years related experience is required.
  • Excellent understanding and experience in financial and resource management, reporting, forecasting, planning project and project portfolio management.
  • Knowledge and understanding of CBC/Radio-Canada initiatives, the Broadcasting Act, policies and procedures (i.e. Human Resources and Finance & Administration).
  • Experience with change management, process mapping with strong business acumen
  • Excellent knowledge of MS Excel, Word, PowerPoint and Project, supported by practical experience. Experience with SAP software is an asset.
  • Sound knowledge of government planning, budgeting, reporting, and evaluation cycle.
  • Ability to devise innovative solutions to complex issues across the business units.
  • Strong interpersonal and relationship building skills are required.
