Brief Overview:


Métis Nation-Saskatchewan Child and Family Services (CFS) strives to provide a life of quality, well-being, caring, and healing for all our children and families in our Métis communities.

This position will be responsible for creating a service model that is Métis distinct and respects the values of Métis people, their extended families, and their right to self-determination.

Through the integration of holistic, culturally based prevention services that are child centered, family focused, and community driven, the intent is working with families to not become a part of the Child Welfare systems and services.


This position will involve working directly with the MN-S CFS staff and MN-S Citizens to develop a prevention and intervention model and services that understand relationships in the areas of, but not limited to, Kinship, Children in Care, Resources, Jordan's Principle funding, Adoption/Permanency Planning, Customary Care, and in accordance with the prescribed guidelines and regulations of the Child Youth and Family Enhancement Act (CYFEA).


Key Responsibilities:


  • As Director of Child and Family Services, you possess a strong background in managerial, social work, and child welfare.
  • Provide active management and support to a team of internal professionals, peers at provincial management, and related governmental departments with the Métis child's best interest as top consideration.
  • Plan, direct, develop, promote safety, security, and enhance the wellbeing of our Métis children and their families.
  • Ensure that culturally appropriate standards for services, practices, and procedures are developed and followed.
  • Oversee community consultations in the development of comprehensive service delivery, policy, and legal framework in consultation with MN-S senior leadership.
  • Must have a comprehensive understanding and working knowledge of the Child Welfare Legislation, the relevant Standards, Regulations, Aboriginal Justice Inquiry, and Child Welfare Initiative (AJI-CWI).
  • Must have a strong ability to work with thirteen MN-S Regions with a clear understanding of Bill C92 for the accomplishment of the objectives and policies established by the North, Central and South Advisory Working Groups.

Qualifications:


  • MSW or BSW preferred or a related equivalent combination of education and experience.
  • Demonstrated leadership experience in achieving an organization's philosophy, mission, strategy, and its annual goals and objectives.
  • Experience in program design, development, and implementation.
  • Experience in child welfare service delivery, front line, and managerial aspects of CFS.
  • Comprehensive understanding of CFS legislation, and Bill C9
  • Must have demonstrated understanding of Métis culture, language, and traditions.
  • Ability to speak the Michif language considered an asset.

Knowledge and Skills:


  • Manages the Child and Family Ministry in a creative and innovative way, reflective of Métis values and culture.
  • Promotes and coordinates the use of Métis service and program models, provides for the development, and implementation of culturally appropriate program models that are relevant to the communities and CFS agencies.
  • Strong ability to work with Métis Leadership, Directors of our MN-S Regions, and the North, Central and South Advisory Panels.
  • Experience and working knowledge of fiscal management, including financial processes related to child welfare.
  • Works in partnership with the communities and agencies to continue to build a dynamic, culturally appropriate, innovative, and supportive response to child, family, and community needs.
  • Defines, recommends, controls and monitors operating and financial objectives; develops short term and longterm plans with supporting budget requirements; and prepares evaluation reports for submission to the MN-S CEO and/or COO for approval.
  • Plans and directs the department's activities to achieve stated/agreed targets and standards for financial performance, quality, cultural appropriateness, and legislative adherence.
  • Ensures that the department's organizational structures at all levels are the most efficient and plans for changes in the organization structure as required to adjust for future development; secures COO and CEO approval when major restructuring is required.
  • Maintains appropriate contacts and develops necessary relations with government departments, Métis Nation Regions (N/C/S) and other organizations which have influence on the attainment of the MN-S CFS objectives.
