The Program Manager, Housing Services leads a team of staff, guiding and inspiring a dedicated workforce in the efficient delivery of housing service programming, and shapes a workplace culture founded on trust and transparency.
This role supports both Housing Services staff and local Housing Providers in effective service delivery and successful housing project operations that meet the requirements prescribed by governing legislation and needs of those accessing affordable housing in Chatham-Kent.
Essential responsibilitiesDemonstrate Chatham-Kent's core values and competencies
Lead a team in a fast-paced and constantly changing environment
Member of corporate Project In Difficulty (PID) Risk Management Team, Chatham-Kent Social Housing Advisory Group, Social Housing Co-ordinated Access Network of Ontario, and South/Southwest Service Managers group, and participate on committees, as required
Responsible for program administration for the private non-profit social housing providers funded by the Municipality of Chatham-Kent
Identify potential new program/service areas based on community and/or stakeholder input and needs
Assist with preparation of annual, quarterly and monthly reporting to the provincial government, as required
Track, analyze and interpret complex statistical data and make recommendations based upon conclusions drawn from analyses
Analyze and interpret legislation and regulations; draft new and/or update local Service Manager social housing policies and procedures for Director's consideration
Liaise with government ministries, municipal sector support associations, and other Service Managers in Ontario in developing policies and/or new housing programs
Lead Operational Reviews and assist Director in presenting results to the respective Board of Directors of non-profit social housing providers
Lead and/or facilitate housing provider training
Project manage new builds by liaising between supporting government ministries and proponents, executing agreements, managing timelines, payments and accounting processes.
Essential qualifications
University degree (preferably in public administration, business administration, social sciences, or other related program), with two (2) to four (4) years of related experience
Experience working in social housing, social services or other related field
Supervisory experience, preferably in housing services environment
Experience in program planning, development and implementation, as well as the ability to analyze program effectiveness and recommend improvements
Competency in managing complex financial data and statistical information; ability to prepare budgets and forecast variances
Working knowledge and understanding of provincial legislation and regulations applicable to social housing, Familiar with the Housing Services Act and its Regulations as well as its predecessor, the Social Housing Reform Act and its Regulations
Knowledge and understanding of the following:
Regulations and local Service Manager policies & procedures affecting service level requirements
Non-profit governance, management and operations and well-versed in financial administration
Not-for-Profit Corporations Act, Co-operative Corporations Act, Housing Services Act, and various other legislation and regulations affecting landlords
Understanding of the philosophy, programs and policies in housing and knowledge of housing issues faced by low income households
Chatham-Kent policies, procedures, business processes (or experience with other government policies, procedures, processes)
Strong interpersonal and communication skills, written and verbal
Working knowledge of Yardi or Arcori PM, Rent Café, Transfer Payment Ontario (TPON)(or other similar programs)
Working knowledge of FMW and JD Edwards (or other similar financial programs)
Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or similar software program)
Certifications, memberships, licenses
Certificate in RGI Administration an asset
Accounting designation or financial administration education and related work experience is an asset
Work environment/hours of work
This position works mostly indoors
This position works weekday hours, with occasional evening hours

The Municipality of Chatham-Kent no longer requires a COVID-19 vaccination as a condition of employment. Although it is not mandatory to be vaccinated, it is highly encouraged.
Driver's licence/vehicle requirements
Because this position would be required to travel, a valid Province of Ontario driver's license with a reliable motor vehicle is necessary.
