Reporting to the Manager, Parks, Recreation and Culture, this position is responsible for the implementation and oversight of specific programs and processes in order to achieve corporate and departmental strategic objectives.

Key responsibilities of the position include supervision of the ongoing operation of municipal parks and associated amenities; horticultural displays and gardens; green space and recreational properties encompassing playgrounds, sports fields, sport courts, and public boating facilities in accordance with City Standards within a specific geographic area.

This position is accountable for urban tree and municipal forest maintenance throughout the City of Kawartha Lakes.


Salary:
$82,904 - $96,986


Essential Duties
***- Responsible for the day-to-day supervision of all assigned operations staff engaged in the maintenance and repair of parks, green spaces, horticultural display areas and gardens, playgrounds, sports fields, natural areas, urban tree management and forests

  • Ensure facilities, parks and recreational properties in this area are operated according to schedules as booked and in a problemfree, efficient and safe manner
  • Identify and provide recommendations for all supplementary work required to maintain various turfgrass areas (i.e. turf renovation, maintenance regime based on target turf composition, irrigation)
  • Repair/troubleshoot all irrigation systems and equipment
  • Schedule and supervise preventative maintenance work as well as emergency work to machinery and equipment by inhouse and/or contracted service providers, in coordination with Fleet Services
  • Coordinate and manage the implementation of the Forest Management Plan including annual tree harvest
  • Oversee tree selection, planting, scheduling work for contractors, billing, Hydro One work on powered lines, risk management assessments for local and City concerns on potential tree hazards and deciding between City of Kawartha Lakes employees and contractors to complete work needed
  • Arrange grass cutting and tree removals, enforcing property standards practices
  • Act as a resource on issues regarding municipal beautification, streetscape and landscape development
  • Review site plans and perform site inspections, as required, and provide recommendations for infrastructure needs and longterm planning of parkland
  • Manage minor revenue generation from collection of docking fees
  • As a member of the leadership team:_
  • Demonstrate leadership in assigning work activities as required, ensuring equipment and resources are sufficient to enable successful completion of assignments
  • Support, advise, supervise team members, providing feedback and/or corrective action
  • Monitor the contracted resources; Liaise with suppliers and vendors, negotiating prices, quantity and quality according to City purchasing policies and bylaws, and conduct tender and RFP process
  • Research, quantify, facilitate and coordinate delivery of training needs to staff
  • Manage customer service concerns, investigating, problem solving and responding as appropriate
  • Procure services and goods related to areas of responsibility, including the authorization of time off requests, time worked and overtime costs
  • Contribute to the development of annual program needs
  • Manage stakeholder interactions in the supply and receipt of information, analysis and resolution of issues
