STRATEGIC SOURCING SPECIALIST
***: Reporting to the Manager of Strategic Sourcing, the Strategic Sourcing Specialist is responsible for planning and executing TransForm's contract work plan, within the policies and procedures and consistent with the requirements for quality, quantity and price for the participating hospitals in the Erie-St Clair Local Health Integration Network (ESC LHIN).

This position also initiates, investigates and implements programs and procedures involving the cost reduction of purchased goods and services. Further, the Strategic Sourcing Specialist develops and implements process improvements to reduce the operating cost and efficiency of TransForm.


WHAT YOU'LL DO:


  • Responsible to negotiate, execute and manage vendor agreements in collaboration with TransForm hospital stakeholders
  • Responsible for the preparation and administration tender documents (Rfx) for goods and services in accordance with the Provincial government's Supply Chain Directives and public organizational policies and procedures
  • Manages the RFx initiative and leads the team(s) through all sourcing activities including RFx development, analysis, negotiations and contract award
  • Provision of valueadded, customer centered expertise and consultative service on both strategic sourcing and supplier relationship management to members
  • Development and maintenance of strong productive relationships with the internal team,hospital members and suppliers
  • Seek opportunities for continuous improvement within the supply chain division
  • Monitors compliance with contractual terms and conditions and recommends and monitors remedial actions for poor performance or breach of contract;
  • Identifies potential sourcing opportunities through spend analysis and stakeholder relationships;
  • Researches and prioritizes sourcing opportunities based on potential savings and/or urgency of business need;
  • Implements processes to foster strong working relationships between suppliers and end users;
  • Actively supports and participates in regional, provincial and Group Purchasing Organization initiatives and opportunities;
  • Researches and maintains current commodity knowledge for: sources of supply locally, domestically and internationally; economic trends; environmental issues; laws; currency exchanges; technology and areas of standardization and industry development; attends industry trade shows and product demonstrations as required;
  • Ensures that all acquisitions are financially authorized and in compliance with the financial signing authority policy and with purchasing policies, procedures and standards by following required departmental and government policies and procedures;
  • Ensures that goods have technical approval and comply with established policy and procedures to prevent potential safety hazards and incompatibility with established standards;
  • Acts as a resource to provide expertise and information to a variety of internal and external clients on material resources policies and procedures and collaborates with clients on problems with materials and/or services when required.
  • Responds to inquiries, complaints and contractual discrepancies, outstanding orders and mediates disputes that may arise between parties;
  • Reviews product utilization & statistical data and prepares budget impact analysis reports and utilization reports;
  • Actively supports the service standards of the organization and monitors accountability to the standards within the strategic sourcing team
  • Fosters a culture of service excellence, operational efficiency and teamwork

MUST- HAVES:


  • Minimum three (3) year diploma or university degree in a related discipline
  • Certified Supply Chain Management Professional (SCMP) designation preferred
  • Minimum four to six (46) years' experience in a contract management role, healthcare experience preferred
  • Working knowledge of related legislation: Fair Business Practice; Freedom of Information; Agreement of Internal Trade, Broader Public Sector (BPS) Directives
  • Solid analytical, mathematical, communication and organizational skills
