Job Purpose


Oversees and provides technical planning expertise and support to all departments in Durham District School Board (DDSB) to drive the effectiveness and efficiency DDSB operations, in support of the organization's strategic objectives and in compliance with relevant regulation & legislative standards, along with Ministry directives.

Manages and oversees all DDSB properties as it relates to selling, purchasing, and leasing. Provides varying degrees of support to the Durham Student Transportation Services (DSTS).


Accountabilities

  • PLAN AND MANAGE OPERATIONS: Plan and manage the day to day operation of the Property & Planning Services Department in accordance with Board policy by ensuring the daily priorities for the schools and staff are achieved, identifying any potential obstacles and reassigning workload as necessary, and organizing, planning and scheduling staffing requirements as well as interviewing and selecting new hires.
Ensure that Senior Team and Trustees are kept up to date on Property and Planning issues through regularly scheduled, and as needed, through report updates.

  • LEAD AND MANAGE THE TEAM: Lead the team by providing technical and problem solving guidance as it relates to property and planning.
Manage the team to ensure adherence to DDSB's policies, and to relevant legislation, standards, and Ministry directives. Provide mentoring, coaching, and coordinating/providing training as required, empowering the team to work independently and make decisions, and conducting and leading staff meetings.

  • MANAGE PROPERTIES: Make informed decisions based on planning analysis & reports, as it relates to the selling, purchasing, and leasing of properties for DDSB buildings, to ensure sufficient and safe accommodations for students & staff while ensuring compliance with DDSB's policies, relevant legislation, standards, and Ministry directives.
Ensure surplus properties are appropriately available in the Real Estate market by working directly with realtors. Manage the environmental assessment process for new and surplus sites.

  • PLANNING SERVICES: Oversee the provision of planning services to DDSB, to drive the effectiveness and efficiency of DDSB operations pertaining to current & future accommodation requirements and resource requirements (funding, teachers), based on student enrolment projections, classroom utilization, education development charges, land use planning, and Transportation efficiencies.
Prepare, recommend, and present current & future accommodation requirements to the Board of Trustees and to Senior Management, based on statistical modeling, data analytics, trend analysis, research, and knowledge of emerging practices. Monitor and report the progress of property sales, purchases, and leases to the Board of Trustees. Provide additional support to DSTS staff as it relates to planning.

  • EXTERNAL STAKEHOLDER MANAGEMENT: prepare Capital submissions for new schools/ additions and Child Care submissions for the Ministry of Education.
Collect required internal approvals and legal documentation as it relates to property management. Oversee the detailed review process with municipal and regional authorities relating to current & future property requirements. Oversee the process of Education Development Charges, i.e. regulatory process which allows Boards to collect funds in order to purchase school sites in new development areas.
Knowledge and Skills

  • Strong leadership skills including a demonstrated ability to effectively mentor, motivate and lead staff and develop a high performing team.
  • Excellent oral and written communication skills with the ability to communicate key messages with key stakeholders throughout the board, with colleagues, staff and external employees.
