    The manager, Data and Analytics, reporting to the director, Planning and Performance, is responsible for overseeing the data and analytics strategy and processes related to the division's quality improvement initiatives.

    This role plays a critical part in leading a team of analytic experts in ensuring the collection, analysis, and reporting of data to drive continuous improvement in health care delivery and outcomes.

    The manager collaborates with cross-functional teams, including senior leaders, quality improvement specialists, data experts, and health care providers to develop data-driven strategies and implement effective interventions.

    Working with their team and the director, the manager conceptualizes, plans, resources, and oversees new analytics and reporting products in response to strategic decision-making needs; oversees the identification, acquisition, and adaptation of data elements, datasets, and analytic methods; allocates work and coordinates outputs across the Quality division and interprets and presents analyses and conclusions through a variety of vehicles and formats directed at a range of different decision-makers.


    Here is what you will be doing:

    Leadership:
    Leading a multidisciplinary team with expertise in data, analytics, research methods, and data visualization/communication

    Recruiting, hiring, coaching, mentoring, and supporting team members

    Setting expectations, supervising, allocating work, and monitoring the scheduling and workload of team members

    Ensuring consistent quality and integrity in the work produced by the team, and providing support, advice, tools, and resources to enable team members to meet expectations and execute on deliverables

    Managing staff performance, including setting objectives and personal development plans; identifying areas of concern and developing corrective courses of action; and supporting training and career-development opportunities

    Contributing as a member of the Quality division leadership team and supporting the overall achievement of portfolio and organizational goals


    Content expertise:
    Designing, implementing, and optimizing processes and protocols for reporting and analysis, ensuring that deliverables can be produced reliably and on schedule

    Reviewing work produced by the team to ensure quality and alignment with program objectives

    Providing guidance on datasets, data elements, analytic methods, data communications, and visualization approaches to answer questions and provide key information to decision-makers

    Working across Ontario Health to support the acquisition and use of new datasets

    Providing guidance to team members on the development of new analyses, methods, and approaches and, where appropriate, adapting and drawing from methods and approaches used in other organizations and jurisdictions

    Overseeing knowledge transfer of products, processes, and methods to other Ontario Health program areas and external partners

    Interpreting and communicating complex analyses and findings for a variety of audiences

    Maintaining up-to-date knowledge of data and best-in-class methods and analytic approaches relevant to advancing the products and goals of the program, including relevant practices in other jurisdictions


    Program operations:
    Managing multiple concurrent projects and assignments, shifting and adapting resources and deliverables as needed in response to organizational priorities

    Developing and adapting program work plans, staffing, and project plans, sequencing activities and interdependencies; proactively identifying, managing, and escalating issues and risks as needed

    Working with the director on program strategic planning, staffing, resource planning, and budgeting

    Supporting operational reporting and compliance activities, including ensuring consistency and compliance with corporate human resources, procurement, financial, and general administrative policies and approval processes

    Proactively identifying and implementing ongoing quality improvement opportunities in the program

    Fostering a high-performing team with a highly engaged culture of respect, inclusiveness, learning, support, collaboration, and fun

    Leading team and project team meetings and facilitating knowledge exchange among team members

    Planning, overseeing, and participating in (sometimes chairing) internal and external working groups and advisory committees

    Initiating and managing key strategic partnerships with internal and external subject matter experts, stakeholders, and content developers

    Liaising with internal and external leaders to identify, scope, and plan strategic analytic projects and deliverables, including reporting regularly on progress, identifying risks, and solving problems

    Here is what you will need to be successful:

    Education and Experience

    Undergraduate degree in medical sciences, epidemiology, social or health sciences, biostatistics, mathematics, statistics, or another relevant discipline

    Master's degree or equivalent expertise preferred

    Minimum 5 years (10 years preferred) of relevant experience working with health care data, quantitative analysis, and reporting applications

    Minimum 3 years of progressive leadership experience leading projects or project teams, with experience supervising and mentoring team members


    Key Competencies:
    Demonstrated superior leadership, stakeholder engagement, project management, team building, and organizational skills

    Superior analytic problem-solving skills, with the ability to identify, implement, and refine analytic methods, data, reporting, and communication vehicles to anticipate and meet the needs of decision-makers

    Superior oral, written, and graphical communication skills; experience in delivering presentations and writing for a variety of audiences, particularly involving communication of data and the results of research and analysis

    Superior strategic and innovative thinking skills, with the ability to conceptualize and design solutions to answer analytic questions that are relevant to program and organizational goals

    Track record of leading and delivering on analytic projects within a professional environment

    Independently motivated and productive; able to manage multiple projects and initiatives and to prioritize competing assignments to meet shifting organizational priorities and timelines

    Team oriented and dedicated to promoting team development, a positive work culture, and organizational health

    Experience working collaboratively with clinicians, administrators, researchers, and policy makers in health care or government settings

    Comfortable working in a dynamic, fast-paced, politically sensitive environment with a high degree of ambiguity

    Comfortable working with a wide variety of datasets and with investigating and planning analyses using new datasets

    Knowledge and understanding of Ontario's health care system structure, funding and delivery systems, major health sectors, and key organizations and stakeholders

    Knowledge of and experience using Canadian health care administrative data

    Proficiency in using and adapting research/statistical methods for professional applications

    Proficiency in statistical analysis software (e.g., SAS, Stata, R) and Power BI

    Proficiency in MS Office applications (Excel, PowerPoint, Word)

    Strong problem-solving, critical thinking, and negotiation skills
