In accordance with Article 9.05, where the previous incumbent returns to this position within the thirty (30) day trial period this position shall be deemed not vacant and the posting will be cancelled.

PRIMARY FUNCTION:


PRINCIPLE RESPONSIBILITIES:


  • Application Management: Determines opportunities to leverage technology by reviewing release notes/documents for departmental/organizational benefits. Use project management methodologies to implement and test system upgrades/enhancements. Responsible for project coordination and ultimate outcome of the project.
  • Workflow Analysis and Design: Works on/with a team to manage the electronic image environment across the Kingston hospitals to implement an efficient workflow to enable the optimal use of the RIS/PACS.
  • Interface/Integration: Responsible for managing the testing of the integration of the PACS system with the RIS, Health Information System (HIS), network and modalities.

QUALIFICATIONS:


  • University Degree in Computer Science, or Health Informatics or related discipline; or 3 year college diploma in Computer Programmer Analyst; or equivalent combination of education and hospital clinical system experience
  • 5 years systems development experience in a corporate systems setting.
  • Good communication skills in both written and oral forms as demonstrated through preparation of technical, training, change management or project documents that engaged users and through presentations to and running of focus groups for multidisciplinary staff
  • Ability to successfully lead multidisciplinary project teams
  • Ability to identify issues relating to systems development, systems operation or project completion, provide solutions and recommend a course of action.
  • Excellent prioritization and organizational skills as demonstrated by the ability to manage own time and successfully complete multiple tasks or projects assigned simultaneously and prioritize the work of project staff.
  • Knowledge of coding/billing standards/MIS guidelines for Radiology
  • Knowledge of PACS required including interface standards (DICOM, HL7, IHE)
  • Knowledge of MS-Office products (Excel, PowerPoint, Word, Access, Project)
  • Proven ability to attend work regularly.
  • Satisfactory criminal reference check and vulnerable sector search required.
