About Our Opportunity:


The Manager, Intergovernmental Relations, leads, promotes, and supports effective intergovernmental and First Nation relations and ensures effective representation of Nova Scotia's health priorities on federal, provincial and territorial (FPT) tables.

You are a critical resource in preparing Senior Leadership Team, including the Deputy Minister and Minister, for important FPT conversations as well as negotiation tactics and principles for entering into federal agreements.

In this role, you will advise on provincial positions and contribute to shaping provincial health priorities and advancing both short and long-term funding for healthcare in the Province.

Additionally, during this period, you will be managing and supporting secretariat functions as Nova Scotia assumes the Provincial/Territorial Lead for the Health Table of Deputy Ministers and Ministers of Health in Fall 2023.


Primary Accountabilities:


As the Manager, you will ensure the alignment of the health policy system, program and strategic Government-wide priorities, the Department's vision, and broader federal, provincial, territorial, and regional health priorities.


You will achieve this by:

  • Managing a team of 24 policy staff to coordinate activities related to intergovernmental and First Nations relations;
  • Preparing and navigating timely information flow, support, and advice in support of departmental priorities;
  • Providing advice and regular interaction on health topics with the Department of Intergovernmental Affairs and L'nu Affairs;
  • Responding to rapid and concurrently occurring information requests across Nova Scotia government as well as from other provincial, territorial and federal governments and agencies;
  • Ensuring key officials have the right information and materials before key FPT meetings as well as direction and outcomes coming out of FPT meetings;
  • Leading, promoting and supporting the development of effective health system policy and the processes that facilitate them;
  • Ensuring ongoing development and continuous improvement of key corporate processes including, policy support and research, issues management and tracking, and coordination of internal, interdepartmental, as well as federal, provincial, territorial meetings, working groups and committees.


We count on your expertise and experience to lead and participate in discussions with interdepartmental groups; promoting an innovative approach for advancing policies and programs for the health system.

You will strengthen corporate relations as you work to engage with other government officials, agencies, commissions, non-government groups and partners on a range of health policy and system issues.

You will also represent the Department at the Health Support Committee officials table responsible for supporting the forward agendas for federal, provincial, territorial, and regional Deputy Minister and Ministers of Health.


Qualifications and Experience:


As the Manager IGR, you will have completed post secondary education in health or political sciences, combined with several years of progressive experience in policy, strategy or stakeholder management, and First Nations relations.

It is considered an asset if you have completed your masters in health services, or Public Administration.

Your work experience includes you having lead teams in a highly collaborative environment. Critical is your ability to build strong relationships among Senior Management, partners, and other stakeholders. You are a highly skilled communicator who takes initiative and understands strategic orientation while focusing on the detailed work.

Your time management skills are top notch, and you can efficiently respond and coordinate to rapid requests for information daily.
