Our Human Resources and Corporate Services Department is seeking a Program Manager, Cybersecurity who will develop and implement security policies, procedures, and controls to protect the organization's digital assets.

You are:

A motivated and experienced Cyber Security Manager to join our team of IT professionals within the Corporate Services department.

This position plays an essential role in ensuring the security of the corporate network, servers, and desktops, as well as provide quality solutions for business and enterprise infrastructure security needs.



The Program Manager, Cybersecurity reports to the Division Manager, Infrastructure Services and falls within our Management / Leadership, Level 3B job family.

This role:


  • Manages Metro Vancouver's cybersecurity services, including the development and delivery of a comprehensive cybersecurity operations program, which encompasses the protection of networks, systems, equipment and data from attack, damage or unauthorized access. Provides a security oversight to all technology services delivered directly or indirectly to or by Metro Vancouver.
  • Contributes to the development and implementation of cybersecurity policies and procedures; draws on industry best practices, guidance from Gartner, and direction from the Division Manager and/or Director to create guiding principles relating to the prevention, detection, and response of cybersecurity incidents. Responsible for the development and maintenance of cyberincident response, business continuity plans, Application security standards, End point protection, PCI compliance, IOT and ICS Security.
  • Responsible for the development of an architecture for the secure integration of Metro Vancouver's onsite systems with cloud based systems; ensures seamless data flow between systems while protecting data privacy and user identity.
  • Accountable for budget preparation, reporting and resource allocations; monitors and controls spending ensuring the effective and efficient expenditure of allocated funds. Works closely with the Director and/or Division Manager to determine overall priorities and establish work plans. Contributes to the preparation of long range strategic and financial plans of the division and department.
  • Oversees the implementation and delivery of security awareness and training programs for Metro Vancouver staff and contractors.
  • Leads risk assessment and penetration testing to identify and mitigate potential cyber threats.
  • Provides strategic technical advice and consultation to business unit clients and project teams and provides assistance with the adoption of cybersecurity technology and standards
  • Hires, supervises, directs and develops staff, monitoring performance towards division, department, and corporate objectives. Ensures staff adhere to corporate workplace conduct policies. Leads, coaches, and develops staff recognizing the importance of training. Provides direction to staff to ensure project goals and deliverables are on time and on budget.
  • Liaises with external stakeholders, including government agencies and other organizations, to establish and maintain partnerships for the exchange of cyber threat intelligence and best practices. Collaborates with software vendors and reputable cybersecurity authorities to identify any threats that may impact Metro Vancouver's business capabilities; continuously and proactively researches and monitors worldwide cyber threats. Reviews and monitors cybersecurity reports from various systems including server logs, user authentication logs, server port scans, threat management, and network activity.
  • Performs other related duties as required.

To be successful, you have:


  • 710 years of recent, related IT cyber security experience supplemented by a university degree in business, analytics, computer science, engineering or other relevant discipline; or an equivalent combination of training and experience.
  • Relevant professional designation(s) and/or certification(s) such as Certified Information Systems Security Professional (CISSP), Certified Cloud Security Professional (CCSP), Offensive Security Certified Professional (OSCP), GIAC Certified or equivalent is preferred.
  • Sound technical expertise and practical understanding of a variety of cybersecurity technologies, architectures, trends, solutions, practices, and familiarity with implementing them in a public sector organization.
  • Sound budgeting and financial management skills. Ability to monitor budgets, meet financial objectives and ensure the effective and efficient expenditure of allocated funds within the approved budget. Ability to manage contracts with service providers and contractors.
