    The General Manager, P3 Facility Operations is responsible for the planning, development, design, construction, renovation, maintenance, and routine operations of Emily Carr University's infrastructures to support the University's goals and objectives. The infrastructures include buildings, laboratories, classrooms, and offices serving the needs of the University's academic and administrative constituents. The General Manager is responsible for the development and implementation of management policies with respect to facilities and space utilization. The General Manager acts as the Authority Representative between Emily Carr University and the Service Provider to ensure compliance of the Project Agreement, and to problem solve any issues that may arise.   • Typical Duties:
  • Develops, recommends, and administers guidelines, policies, and procedures for the day to day management of all areas and functions of Facilities. Develops and implements management procedures for all capital improvement projects from the conceptual stage through planning, design, and development of specifications and completion within budget and time limits.
  • Acts as the Authority Representative between Emily Carr University and the Service Provider, including establishing and maintaining an effective working relationship to ensure the Service Provider adheres to all contractually specified dates and deliverables.
  • Plans and manages office builds, refurbishments, moves, and cyclical renovation projects. Monitors Service Providers contractual responsibility in delivering maintenance, minor works and changes, security, housekeeping, grounds maintenance, and pest control.
  • Plans and manages building renovations and expansions, managing in-house staff, and instructing and liaising with architects and contractors as required in accordance with established project budgets. Consults with University employees regarding space allocations and renovations in accordance with collective agreement requirements and best practices.
  • Creates requests for proposals and negotiates contract/vendor proposals. Develops a thorough understanding of the administration, application, and compliance of the Project Agreement as it related to the University's culture, needs, requirements, and expectations on various issues or initiatives.
  • Oversees the management of leased space. Coordinates and works with relevant parties regarding capital improvements, maintenance, and upkeep and/or reconditioning of property.
  • Provides the VP, Finance + Administration with up-to-date, accurate, and timely advice on the financial and staffing requirements for facilities development and management, and on the status of related projects, by forecasting trends in costs and by anticipating the action needed to balance the scope of various projects with the resources available.
  • Prepares the facilities capital, cyclical capital, and operating budgets for approval by the VP, Finance + Administration, maintaining critical overview of comparative costs so that all possible economies are achieved while maintaining quality requirements. Prepares and oversees furniture budget for curriculum and administrative purposes. Authorizes expenditures in accordance with approved budgets.
  • Approves and manages the allocation of space and set up of areas for internal events and functions. In conjunction with University Events manages the allocation of space for external events.
  • Works closely with the Manager, Safety, Conduct + Emergency Management to oversee the OH+S, Work Safe BC, and WHMIS functions of the University.
  • Oversees and manages access of the One-Card and CCTV database. Reviews security logs, investigates security incidents, and reports as necessary.
  • Oversees staff in inputting, managing, and monitoring all Project Co Help Desk service
  • Directs operations of the Facilities Department, fostering a culture of training, growth, and development. Ensures efficient operation of the department through effective deployment and management of department staff.
  • Develops and maintains effective working relationships with staff, faculty, senior administration, government ministries, crown corporations, and educational organizations.
  • Participates in a variety of University activities including Space Committee, Capital Committee, Administrative Management Committee, Graduation Committee, Curriculum Equipment Committee, Renovations Committee, Operating Period Joint Committee, Operational Meetings, Operational Health & Safety Committee, and any other New Campus Committees.
  • Ensures Project Agreement compliance with new legislation as it relates to campus security, provincial and federal regulations, and best practices within the sector.
  • Maintains an active role in professional activities related to area of responsibility by participating in associations and committee's external to the University.
  • Fosters a culture of Justice, Equity, Diversity, and Inclusion (JEDI) by remaining current in JEDI trends that impact their field of work and make recommendations to the Vice-President, Finance + Administration for improvements in support of the ECU community, and the strategic goals of the University.
  • Performs other duties in accordance with facility operation needs on behalf of the University upon full transition to the new campus.
  • Remains on call on a 24-hour basis for emergencies.
  • Performs other related duties as required.
  • Required Qualifications
  • Bachelor's Degree in engineering, architecture, or facilities management, including contract law and administration.
  • Minimum ten years direct facilities management experience, preferably in a P3 facility and post-secondary environment.
  • Or an equivalent combination of education and experience.
  • Proven experience in project management, building/property management, maintenance, and contract management.
  • Demonstrated management experience, including people leadership experience, preferably in a unionized environment.
  • Comprehensive understanding of facilities maintenance, operations management, utility operations, and infrastructure.
  • Extensive knowledge of procurement, negotiation, and management of external contracts.
  • Experience in administration of multiple maintenance and capital construction projects from conception to completion.
  • Experience and knowledge of business management practices, budget processes, service agreements, and contractor performance management in a complex organization.
  • Excellent communication and interpersonal skills with a deep commitment to customer service.
  • Ability to think creatively, analytically, and conceptually to problem solve technical issues.
  • Experience in planning, policy, procedures formulation and implementing monitoring and reporting systems.
  • Ability to establish effective working relationships with faculty, staff, students, project agreement personnel, and members of the community at large.
  • Ability to lead by setting and communicating high standards of group performance, delegating, and motivating effectively.
