The Child Welfare Operations Branch is looking for an experienced finance leader to manage the planning, development, implementation and monitoring of child welfare funding and services for the Ministry of Children, Community and Social Services within regions across Ontario.


About us:

The Child Welfare & Protection Division leads policies, legislation, and programs that deliver core child welfare services.

A multi-year Child Welfare Redesign Strategy was approved and announced July 2020 and has three goals:


  • Strengthen families and communities through enhanced prevention and early intervention approaches;
  • Continue to improve service experience and outcomes for those that need protection services from children's aid societies and outofhome care; and
  • Addresses disproportionalities and outcomes disparities in child welfare.

What can I expect to do in this role?: In this role, you will:

  • provide strategic financial leadership for the development of funding and program policy, and implementation and oversight of legislation, regulations and policies for child welfare programs in Ontario.
- provide technical leadership for program implementation and manage projects and initiatives.
- lead, manage and support a corporate and regional integrated team.
- manage partnerships and relationships with multiple internal and external stakeholders
- lead and manage funding agreements, transfer payments, negotiations, contracts and issues management, in partnership with other ministry colleagues.

  • You have knowledge of policies, practices and procedures, collective agreements, relevant legislation and guidelines associated with human resources management to effectively lead and develop a team of professional staff and capably manage labour relations.

Technical Expertise:


  • You can transform raw financial and program data into operational data for analysis and decisionmaking.
  • You have knowledge or the ability to gain knowledge of child welfare programs and services in Ontario.

Stakeholder and Relationship Management Skills:


  • You have experience developing and maintaining relationships with internal and external partners to gather input, build consensus and deliver on priorities.
  • You have experience successfully negotiating, influencing, building agreement and supporting change with internal and external stakeholders.
  • You are a strong negotiator who can influence others to find collaborative solutions for complex issues.

Program and Project Management Skills:


  • You have experience in successfully leading priority initiatives that support the achievement of organizational goals.
  • You have experience leading multiple projects, initiatives and program implementations concurrently.
  • You have successfully led complex change initiatives by developing, coordinating and managing project strategies.
