PROFESSIONAL EXPERIENCE
Superintendent - Officer in Charge Grande Prairie Detachment (on post promotion) July 2014 – May 2019
Oversee 200 personnel including regular members, municipal staff, public servants and guards and matrons. 
Responsible for various police units including Municipal, Rural, Plain Clothes, Crime Reduction, Forensic Identification Unit, Police Service dogs, Police and Crisis Team, Drug Section, School Resource Officers and the Community Policing Unit, responsible for a budget in excess of 22 million dollars.
Conducted Independent Officer Reviews into homicide investigations and member involved shootings.
Oversaw the 30 percent reduction in crime in Grande Prairie. 
Oversee unit operational integration with Community Police Officers and Provincial Sheriffs. 
Incident Commander during Haliburton active shooting event.


Committees and Community Engagement
Expert member of the provincial Death Review Committee reviewing high profile domestic homicide files and associated statutes, policy and procedure and making recommendations to Government for systemic changes.

Authored a scope document for the academic evaluation of the Police and Crisis Team working with the Grande Prairie Regional College, this resulted in a $300,000.00 federal grant to conduct the study. 


Inspector - Officer in Charge of Community Policing in K Division (Alberta) July 2012 – July 2014 
Heavily involved in various committees and programs such as the Victim Services Program, Crimestoppers, Citizens on Patrol, Auxiliary Constable, Reserve Constable, Proceeds of Crime Grants, Crime Prevention.
Chair of the Visible Minority Committee, Women’s Advisory Committee, Diversity Committee
Conducted program review of the provincial police service dog program.
Rewrote policies on domestic violence, victim services to align with legislation and policing standards.
Oversaw the creation of the provincial Crime Reduction strategy as well as the development of the provincial Habitual Offender Management Policy.
Director of the K Division Emergency Operations Centre (DEOC) during the initial response to the High River Flood.

Inspector - Canadian Contingent Commander - UN Mission in the Ivory Coast, April 2011– May 2012 
Led a team of Canadian francophone police officers from various police agencies to the French-speaking nation of the Ivory Coast during a time of political instability and conflict. Advised the Canadian Ambassador to the Ivory Coast on the country’s security situation and made recommendations on her movements within the country.
Adapted to a work environment representing various cultures and languages; liaised with foreign police units.
In charge of 1000+ officers from Jordan, France, Yemen, Congo, Bangladesh and Pakistan 
Compiled and documented reports in French and English on the status of operations for the UN
Deployed missions in the interest of protecting civilians using Public Order teams and Quick Response Teams. 
Organized and deployed resources to protect ballot stations during an election; created maps with coordinates to aide non-French speaking officers in determining ballot station locations when responding to incidents.
Deployed to Karachi, Pakistan to evaluate the effectiveness of the Pakistani Rangers for operational deployment.
Evaluated and instructed the Jordanian SWAT teams in building approaches, entries and searches.


Inspector - Officer in Charge of Operational Policy and Compliance August 2008 – April 2011
Headquarters in National Criminal Operations in Ottawa 
Over saw the creation of the External Review Policy for incidents with RCMP officers to determine when an alternative police force should be invited to conduct the investigation
Chair of the National Marine Advisory Committee, member of the National Vehicle Equipment committee as well as the National Health and Safety Committee.
Responsible for national traffic services and the administration of the drug recognition expert program that trained Canadian police officers in the US so that drug tests could be conducted on live subjects.
Chaired a meeting to refine the direction of the drug recognition program and outline potential improvements to ensure the program was aligned with the strategic direction and goals
Also acted as Superintendent in charge of Operational Programs, Chief Superintendent in charge of National Criminal Operations, and the Assistant Commissioner of Contract and Aboriginal Policing


Staff Sergeant - Detachment Commander St. Pierre-Jolys. 2008
Responsible for providing bilingual police service to the town of St Pierre Jolys and surrounding area.
Oversaw the detachment consisting of 14 members and three public servants.
Investigated a police involved shooting and criminal complaints against RCMP officers.
 
Sergeant - Detachment Commander Fisher Branch Detachment September 2005 - January 2008
Responsible for providing police service to the town of Fisher Branch and the three First Nation communities of Peguis, Koostak, and Jackhead.
Utilized the Operational Model in planning complex projects to dismantle street gang drug distribution networks.
Oversaw the detachment consisting of 9 members and two public servants.
Maximized human and financial resources and cultivated relationships with First Nation leaders.
Proactive police resource management during festivals and public events and gatherings to reduce crime; maximized policing resources through strategic scheduling and targeted enforcement.
Investigated criminal complaints against RCMP officers throughout the District.
 

Corporal - Detachment Commander Emerson Detachment October 2003 - September 2005
Responsible for providing police service to the town of Emerson and the surrounding area.
Worked with Altona Police Service, and DOPS.
Assisted DOPS in a homicide investigation and wrote search warrants to support their investigation.
Oversaw the detachment consisting of 6 members and one public servant.
Collaborated with the Canada Border Services Agency and US Customs as an integrated border enforcement team to prohibit illegal border crossings


Constable-Front-line Policing in Manitoba 1989 – October 2003
Conducted rural, municipal and First Nation policing throughout Manitoba.
Stationed in Beausejour, Lac du Bonnet, Thompson and Portage la Prairie as a constable.
Worked on the First Nations communities of Long Plains, Dakota Plains, Dakota Tipi, Bloodvein River, Berens River and Poplar River.
Wrote numerous search warrants and conducted target patrols.


Administrative Law Adjudicator 
A panel member of three Commissioned officers to determine the guilt/innocence of a police officer accused of a violation of the code of conduct; sentencing options range from a reprimand to a fine of ten days pay to termination.
