Matthew Leo
Government / Military
About Matthew Leo:
I am a policy analyst and researcher with nearly four years of experience in government and a Master of Public Administration. While I have worked extensively on energy, climate, and resource files, I am a policy generalist with the ability to quickly adapt to new subject areas. I bring a strong track record of translating complex technical and economic issues into clear, actionable insights for decision-makers. My approach balances rigorous analysis with creativity and big-picture thinking, and I am motivated by work that connects policy to meaningful outcomes for people and communities.
Experience
I am a policy generalist with nearly four years of professional experience in the Government of Saskatchewan, complemented by international exposure through a United Nations internship. My work spans energy, environment, pensions, public safety, and economic development, where I have consistently delivered evidence-based analysis, led complex projects, and provided clear advice to senior decision-makers.
In my most recent role as a Senior Policy Analyst in the Ministry of Energy and Resources, I developed economic and regulatory frameworks to support Saskatchewan’s energy sector, produced reports on Direct Air Capture and economic corridors, and co-authored high-level correspondence with federal ministers. Previously, at the Ministry of Environment, I advanced climate resilience policy through research, stakeholder engagement, and analysis of federal-provincial program impacts.
Beyond climate and energy, I bring diverse policy and project management experience, including designing a new retirement income product at Plannera Pension and Benefits, leading a federally commissioned drug-impaired driving study in public safety, and supporting global development initiatives at the United Nations.
Across these roles, I have built a reputation for adaptability, intellectual rigor, and the ability to distill complex technical issues into actionable insights for governments, boards, and stakeholders.
Education
I hold a Master of Public Administration (MPA) from Queen’s University, where I focused on policy, leadership, economic and political theory, and the practical application of governance. I also completed a Bachelor of Arts in Philosophy, Politics, and Economics (PPE) at the University of Regina, complemented by an Advanced Certificate in Local Government Administration. This academic background has equipped me with a strong interdisciplinary foundation for policy analysis, decision-making, and public sector leadership.
