    We are looking for a Senior Project Manager (RCO) to join the NRC's Office of Facilities Renewal Management. The Senior Project Manager would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

    The Office of Facilities Renewal Management has the mandate to lead the prioritization of future NRC facility recapitalization projects and deliver research facilities and real property renewal projects to support NRC's transformation journey into a more advanced research and technology organization that supports Canada's science, technology and innovation ecosystem.

    Under the direction of the Executive Director, infrastructure Project Management Office (iPMO), the Senior Project Manager provides project management support to Research Centres for the development of project charters and project management plans for scientific facilities and/or real property projects and ensures that the projects they are assigned are delivered, that schedules and budgets are adhered to, and that stakeholder expectations are met.

    The incumbent leads a multi-disciplinary teams in a matrix environment, drawing on subject matter experts from Research Centres, Real Property Planning and Management engineering leads, project coordinators, procurement agents, comptrollers and administrative staff and liaising with internal and external stakeholders.

    The incumbent prepares project charters, project management plans, status reports and all required documents to comply with OFRM framework requirements. They also support the OFRM performance planning by monitoring of the day-to-day progress and budget of the projects as well as other related activities.

    Education


    University degree in science, engineering, project management, or in another field that is relevant to the duties of this position.

    Formal designation as a Project Management Professional (PMP) from the Project Management Institute (PMI) could be considered an asset.

    Experience

    • Significant** recent experience in managing large, complex scientific and/or industrial infrastructure and/or real property projects involving the application of project management principles and the adoption of best practices as well as the management of multi-disciplinary teams and multi-partner resources in a matrix environment, including staff, sub-contractors and complex procurement aspects;
    • Experience in reporting to senior management on project performance including reviewing, producing and analyzing project performance indicators, such as those related to costs, schedule, quality, client satisfaction and project team engagement, and providing recommendations on issues resolutions;
    • Experience in internal and external stakeholder engagement in a complex environment;
    • Experience in managing projects in a Research and Technology environment could be considered an asset;

    • Advanced knowledge of project management theory, procedures and practices and the use of project management software tools.
    • Knowledge of management of projects and programs in a government environment, as per Treasury Board of Canada policies, directives, standards and guidelines.
    • Ability to create detailed project plans, coordinate team activities, run team meetings, track progress and communicate with stakeholders (internal and external).

    Compensation


    This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. The RCO group uses a person-based classification system instead of the more common duties-based classification system. Candidates are remunerated based on their expertise, skill, outcomes and impacts of their previous work experience. The salary scale for this group is vast, from $62,071to $175,466per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions.

    In addition, the incumbent who meets the language requirements (BBB/BBB) will receive a Bilingualism Bonus of $800 per year.
