Summary of Duties

Reporting to the Manager, Wastewater Treatment Operations, the Supervisor, SCADA Systems provides leadership in SCADA (Supervisory Control and Data Acquisition) systems management for water and wastewater including cyber security, SCADA asset and data management, System Virtualization, business continuity, disaster recovery and renewal projects.

This position supervises assigned SCADA and Instrumentation employees and ensures ongoing support to the SCADA systems.


Work Performed

  • Provide leadership in the coordination and delivery of projects that contribute to the implementation of strategic initiatives for the Water, Wastewater and Storm Water Division to meet the Council's Strategic Plan.
  • Responsible for managing employees including assigning work, checking completion, scheduling shifts, hiring, coaching, administration, and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required.
  • Provide leadership in the execution and delivery of services and programs in the following areas of accountability:
  • Oversee SCADA integrators and contractors, including project coordination, supervision of project implementation, contract administration and quality control, as it relates to SCADA projects. Provide consultative support and guidance to project teams and respond to project inquiries in a timely manner.
  • Provide SCADA related training and technical guidance related to the SCADA system to division employees, as required, to support business practices.
  • Ensure all preventative maintenance programs to SCADA related hardware, software and peripherals are completed to best practice standards.
  • Review and recommend communications requirements, hardware and software requirements, acquisition, and replacement. Ensure integrity of the SCADA network communication system is maintained.
  • Review with SCADA/IT Team log entries and escalate and monitor corrective measures in any event that causes a SCADA system failure.
  • Ensure all archival information for systems are complete and all operational manuals and associated procedures are current.
  • Prepare SCADA system statistical and status reports. Interpret reports as they relate to condition of systems and potential improvements that may be required.
  • Demonstrate commitment to antiracism, antioppression, and human rights through interactions with contractors, employees and individuals and implementation of policies, programs and protocols that reflect this commitment.
  • Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports.
  • Provide updates, information, technical advice, and budget recommendations to the Manager, Wastewater Treatment Operations on priorities with responsibility to operationalize identified goals and strategies.
  • Liaise with unions on issues that affect bargaining unit employees as required.
  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.
  • Represent the division's interests on SCADA projects and ensure compliance with water and wastewater related legislation, technical infrastructure established standards.
  • Manage the creation, collection, transmission, and storage of SCADA related data. Analyze existing standards and policies and recommend revisions to increase efficiency, security and performance.
  • Adhere to the Procurement of Goods and Services Policy.
  • Perform related duties as required.

Qualifications/Experience

Three year Community College Computer Engineering Technologist, Automation or Control Systems Technology Diploma or an equivalent related field of study along with five to seven years related experience in information technology environment including SCADA systems as well as management responsibilities supervising employees.


Specialized Training & Licenses

  • Demonstrated knowledge and experience in water and wastewater treatment processes and process control as it relates to SCADA systems, security, data management integration, management information systems and network infrastructure with an understanding of the area's programs and services and how the work of the area aligns with the objectives of the Division.
  • Proven commitment to safety with extensive knowledge of related acts, guidelines, regulations and legislation and the Process Control Systems and SCADA Standards; knowledge of the Occupational Health & Safety Act of Ontario and Regulations.
  • Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.
  • Demonstrated knowledge of asset management best practices, concepts, risk management and capital project execution business processes.
