Working as system partners, the Health System Performance and Accountability Portfolio enables the Ontario healthcare system to provide high-quality, equitable care, through:

  • Development, implementation and operations of funding policy and innovative funding models, with the goal of leveraging funding to align with overall program goals and drive value and performance in the system.
  • Development, issuance and management of Agreements that align system goals and funding in order to drive strong system accountability.
  • Standardization and implementation of best practice for performance management across the province
- including a coordinated approach to target setting, monitoring, and escalation to support quality improvement and accountability.
  • Coordination of engagement between Regional teams and the OH provincial office (including Regional Cancer Programs), thereby facilitating effective, streamlined collaboration for system improvement.


The Performance and Accountability department within the Health System Performance and Accountability Portfolio is responsible for ensuring that every patient in Ontario has access to high quality care, by working with partners to lead and coordinate Ontario Health's accountability and performance processes.

Additionally, the Performance and Accountability Department acts as a liaison to regional partners across identified service areas.

This includes acting as a key point of contact with OH regions on topics of performance and accountability, Regional Cancer programs etc.


The department is responsible for the development, issuance, and ongoing management of Ontario Health funding agreements with hospitals and other healthcare facilities across Ontario.

The team is also responsible for providing support regarding non-funding agreements (e.g. data sharing agreements, software service and license agreements, etc.), as appropriate.

The team works closely with clinical program teams across the organization as well as with partners from Finance, Legal, Privacy, Analytics, Informatics, and regional/facility partners to lead a robust contract management system to deploy more than $3.5B in funding to health care organizations across the province.

Through collaboration and partnerships with many internal and external stakeholders, the team also supports the implementation and operational activities of innovative funding models aligned with evidence-based practice enabling system sustainability.


The Team Lead will work in a dynamic and fast-paced environment and will be responsible for providing guidance regarding accountability agreements, ensuring that agreements and operations related to clinical program funding models are managed in a timely and coordinated manner, supporting performance management activities, and acting as a key point of contact for enquiries related to agreements, performance management, and regional stakeholder engagement.

The Team Lead will work closely with the Manager and other members of the team.

They will play a leadership role within the team, provide day-to-day management of staff, and act as an advisor and partner to team members and key stakeholders.

This role also involves significant coordination and interaction with organizational partners, including Clinical Programs, Finance, Legal, Privacy, Analytics, and Informatics as well as frequent communications with Ontario's Regional Cancer Programs (RCPs), hospitals, and healthcare facilities.


Here is what you will be doing:

  • Act as the lead support to the Manager on the following activities:
  • Contributing to team operational activities including strategic planning, budgeting/forecasting, reporting activities, work plan development and monitoring, and staff recruitment and performance management.
  • Managing the ongoing operations of funding agreements including initial volume and funding allocations, inyear reallocations, and yearend settlements.
Leading volume monitoring and forecasting for budgeting and planning purposes as well as ongoing reporting to Ministry. Working to establish coordination and use of best practices in performance management in other areas of the Ontario Healthcare System. Effectively coach, mentor the team (approx. 2-3 direct reports), promote collaboration and encourage a motivating team atmosphere with high levels of engagement and morale.- Plan and lead initiatives/projects to develop QI and process improvement strategies and foster implementation. This may include working closely with experts, broad stakeholder consultations, and evaluating the initiative process and outcomes.- Co-lead significant business processes (e.g.
