Reporting to the Evaluation Lead, Foundry, the Evaluation Specialist, Foundry supports the development and coordinates the implementation of the evaluation strategy for Foundry - an initiative with the goal of providing youth and young adults with enhanced access to integrated services, thereby easing transition points for youth and their families.
Once developed, the Specialist will play a key role in implementing the plans at the Foundry Central Office and at the Foundry centre level, in part through coordinating the work of the Research and Evaluation Associates embedded at local Foundry centres.
Coordinates the implementation of Foundry's Performance Measurement Framework working with Foundry centre leaders, staff and young people.Provides consultation to Foundry centres regarding evaluation activities, coordinates multi-site data collection and supports the development of reports on evaluation activities to meet plan requirements and user needs.
The Evaluation Specialist works with Indigenous partners to ensure the principles of data collection are respected from persons of Indigenous decent.
The Specialist supports the development and maintenance of Foundry's Minimum Data Set and an up to date dictionary.Implements Foundry's data systems such as Toolbox and other data platforms, supports the implementation of Plan-Do-Study-Act (PDSA) cycles, data usage and maintenance.
The Specialist works in partnership with Foundry centres and the Foundry Central Office team to implement evaluation activities that occur at Foundry centres across British Columbia.
Qualifications / Skills and Education:
Education
A level of education, training and experience equivalent to a Master's degree in Social Sciences, Health Sciences, or Public Health with specialization in evaluation.
Minimum of three (3) years' recent related experience organizing, coordinating, and managing evaluation projects. Experience in youth engagement and/or knowledge of best practices and principles in youth engagement is an asset.Skills and Abilities
Demonstrated knowledge of evaluation methodology, principles and procedures.
Demonstrated knowledge of outcome measurement tools.
Demonstrated knowledge of evaluation processes including Logic Models and Performance Monitoring frameworks.
Demonstrated ability in coordinating evaluations at an organizational, community and systems level.
Demonstrated ability to work collaboratively and facilitate multi-stakeholder or multi-partner evaluation initiatives.
Experience supervising staff, including staff working remotely.
Knowledge of the delivery of care in a public health care system, government processes and health authority structures and responsibilities.
Ability to problem-solve and make decisions independently.
Ability to work with Microsoft Office software (including Excel) and competency with data collection platforms such as Survey Monkey.
Ability to interact effectively with internal and external stakeholders.
Strong interpersonal skills, including facilitation and negotiation skills.
Ability to work independently and manage a geographically distributed team.
Ability to plan, organize, and manage priorities to meet tight deadlines.
Duties and Responsibilities:
In collaboration with Foundry's Evaluation Lead, supports the ongoing development of Foundry's evaluation plans through actively participating in reviews and providing feedback on plans that facilitates successful implementation.
Working collaboratively with local Foundry centre leaders, staff and young people, coordinates the implementation of Foundry's Performance Measurement Framework and evaluation plans that evaluate projects and activities for various Foundry projects.
Provides ongoing consultation to local Foundry centres on the implementation of both local and provincial evaluation activities to ensure evaluation plans and frameworks are successfully implemented.
Provides and/or supports the development of evaluation reports (written and verbal) related to evaluation activities and projects in formats as required by funders or tailors to the needs of the information user.
