The K to 12 Fiscal Oversight sector delivers broad and varied services and supports to the ministry and education system through six branches: Budget and Fiscal Analysis; Funding Analysis and Analytics, School Finance; Financial Reporting and Accountability; Business Operations and Stakeholder Support and Business Services.

The ministry provides funding to over 300 school authorities (including school boards, charter schools and private authorities) throughout the province for Kindergarten to Grade 12 students.

Reporting to the Executive Director of K to 12 Fiscal Oversight, you will oversee comprehensive financial systems, monitoring and activities processes to ensure compliance with Alberta Education's funding, reporting and governance requirements.

This role of Director, School Finance performs the following tasks and responsibilities:

  • Leads a team of professionals who are responsible for the funding manual for school authorities, financial systems and the payment and accounting of funding Alberta's education system. Working collaboratively with key stakeholders and ministry partners, you will build capacity for continuous improvement in funding policies and processing.
  • Ability to build strong relationships with diverse stakeholders will be essential as you navigate and advise Alberta's school authorities on the complex and diverse funding criteria and financial systems.
  • Develops and implements operational policies and processes relating to allocation of funding to school authorities (i.e. Funding Framework, Funding Manual for School Authorities), funding treatment criteria of public and independent school authorities, and crossgovernment initiatives by directing staff and consulting with clients and stakeholders.
  • Develops and implements internal control processes to enhance branch and Ministry risk management with respect to grant allocations.
  • Develops and implements Reviews and advises on provincial and/or ad hoc monitoring of atrisk funding claims to ensure compliance with criteria outlined in the Funding Manual for School Authorities.
  • Coordinates and prepares briefings and presentations to senior management, stakeholders, MLA task teams, Treasury Board and Cabinet Policy Committee relating to school authority funding.
  • Provides consultative and advisory services to senior Ministry representatives and stakeholders relating to school funding issues and to ensure equitable and fair funding.
  • Compiles and analyzes financial and statistical information to develop recommendations and solutions arising within the context of business plans, spending targets, and relevant regulations and guidelines.
  • Directs provision of support to external stakeholders in reconciling grant funding provided to school authorities.

Qualifications:


Qualifications:

University degree in a related field (such as Education, Business, Economics, Social Sciences or a related field);with minimum of six years related and progressively responsible experience in a service-oriented organization

Related experience or education may be considered as an equivalency on a one for one basis.


Assets:


  • Broad knowledge of information technology trends, emerging technology and best practices.
  • Experience with strategic, business, and operational planning, and reporting models and tools including applicable GoA and department policies, processes, and standards.
  • Relationship management skills to develop and maintain collaborative working relationships within the Division, across the Ministry, and with stakeholders
  • Indepth understanding and thorough knowledge of project, records and information management processes
  • Organizational change and transition management skills and leads effectively within a complex organization and continually changing business environment.
  • Thorough knowledge of related legislation and frameworks (e.g., Education Act; FOIPP, Student Records Regulation,)
