Description

The Project Manager, Design and Construction ("PM") will provide leadership, support and professional expertise into the design finalization and construction contract administration during the implementation phase of the project.

As an integral part of the project development team, the PM will bring a broad understanding of clinical and technical design management, construction management, and project management knowledge to the project for the following phases of work:

  • Phase 1 design finalization, construction documentation;
  • Phase 2 construction;
  • Phase 3 commissioning;
  • Phase 4 substantial completion requirements; and,
  • Phase 5 facility activation / transition & move;

The PM will work with other Project Managers, and the entire Project Development Team to interface with Niagara Health ("NH") user groups, project consultants, external advisors, stakeholders; and the Project Company ("Project Co") responsible for the contract execution.


AUTHORITY/DECISION MAKING:


The PM will support decision making, issues resolution and work with the other Project Managers and other Redevelopment Team members to resolve ongoing project development requirements in a timely manner in accordance with the Project Agreement.

Issues will be identified, reviewed and resolved, and/or escalated through the project implementation structure to the appropriate approval and decision-making bodies.

The PM will undertake day-to-day decision making to advance the project within the established parameters of the project agreement, project scope, schedule and budget.

They will work with the Project Directors to determine issues that require additional review and approval whether through established committees and teams or through escalation to the appropriate approval body.

The PM will attend Works Committee meetings, Owner-Architect-Contractor (OAC) meetings and other committees as required in order to carry out their project development responsibilities.


GENERAL RESPONSIBILITIES:


  • Work in collaboration with the overall Redevelopment Team, external consultants and advisors to execute the overall project development;
  • Support the development of progress reporting to Infrastructure Ontario, Ministry of Health, Steering Committee, and the Communications Team;
  • Attend, as required, all project related meetings with the NH Redevelopment Team, Infrastructure Ontario, Project Co. and other project partners both internally and externally as required.
  • Ensure appropriate decision making and agreement are obtained from required parties in the resolution of project development related issues;
  • Work with Project Directors to identify project development related risk throughout the implementation phase of the project;
  • Communicate openly and collaborate with entire Redevelopment Team, external consultants, advisors and sponsors to ensure a cohesive approach to successful project delivery;

DESIGN FINALIZATION/CONTRACT DOCUMENTATION:


  • Lead specific Clinical Programs or Project Focus Areas in the coordination and resolution of design finalization:
  • Working with the Redevelopment Team, the Hospital User Groups, Planning and Design Conformance (PDC) consultants and Project Co to resolve outstanding design issues in accordance with the Output Specifications (OS) and all other requirements of the Project Agreement;
  • Coordinate Architectural, Mechanical, Electrical, Structural, ICAT building services and facility infrastructure requirements to ensure seamless delivery of Output Specification requirements;
  • Liaise with project users (clinical and nonclinical) and other stakeholders to ensure needs are addressed and issues resolved to meet the objectives of the project;
  • Manage design development submittal reviews, and issue resolution including conformance evaluation of the design against the Output Specifications.
  • Participate in the management of design issues logs and the project variations / change order process for the Project.
  • Respond to Requests for Information from the Project Co;
  • Participate in Mockup reviews;
  • Working with Redevelopment Team, Planning Design & Conformance Team (PDC) and Project Co, ensure that the project's construction documentation and construction implementation requirements are implemented in accordance with the Project Agreement;

CONSTRUCTION/COMMISSIONING/FACILITY ACTIVATION:


  • Working with Redevelopment Team, Planning Design Conformance (PDC) consultants and Project Co to ensure that the projects construction implementation is occurring in conformance with the Project Agreement.
  • Work with the Project Director(s) to execute all requirements of the Project Agreement in accordance with the projects scope, schedule and approved construction budget;
  • Work with Niagara Health Commissioning agent, Project Co, and others to ensure the timely activation of the building requirements;
