As a Human Resources Consultant (Analyst), Workforce Reporting you will be part of a project team leading the foundational work that will transform the City's enterprise HR analytics, reporting and insights service.


As the project kicks off, your work will focus on helping to analyze and understand current challenges with HR reporting and how data is transformed; throughout the project you'll work in collaboration with our Technology Services (IT) partners (business intelligence developers, data architects, and integrators) to help define business requirements and identify approaches that best respond to current and future HR analytics needs of the organization.

Representing the HR business, you'll participate in feedback sessions, validation and testing to make sure solutions hit the mark as we continue the evolution of our services and tools.


To succeed in this role, you'll bring a strong foundation in data analysis and statistics, a curiosity for all things data and analytics, and you'll also have well developed communications skills to help act as a bridge between business users and technical teams.


Major Responsibilities:


  • Consults with HR analytics SMEs and clients to understand the City's current data, analytics, and reporting landscape, as well as their needs and pain points.
  • Analyzes and documents the HR data transformation process, including calculation methods, with a focus on current state tools such as MS Access and MS Excel
  • Documents issues / challenges e.g., related to data quality, conducts research as required, and develops recommendations for the project team.
  • Contributes to the development of business requirements and works with IT partners to translate them into functional requirements and specifications for technology solutions.
  • Collaborates with project team members to find innovative and usercentred approaches to advance the City's HR analytics objectives, including taking part in ideation sessions, prototyping and testing.

Key Qualifications:


  • Experience consulting with and preparing information for stakeholders at all levels to understand and best respond to their business needs.
  • Considerable experience programming, designing, and developing reports using database tools such as Microsoft Access and Microsoft Excel
  • Considerable experience developing reporting tools that will assist with analyzing and interpreting workforce data and providing meaningful insights.
  • Experience working in the HR domain or with HR Information Systems reporting, specifically with SAP or SAP SuccessFactors is an asset.
  • Excellent problemsolving skills to manage complex requests and provide alternate, innovative strategies in response to client workforce data needs.
  • Strong oral and written communications skills.
  • Ability to successfully plan, organize and manage work both in a team environment and independently, as required.
  • Sound judgement and ability to handle matters of a confidential/sensitive nature; knowledge of and experience with the Municipal Freedom of Information and Protection of Privacy Act a strong asset.
  • Knowledge of relevant human resources policies, procedures, collective agreement provisions and legislative compliance would be an asset.
