How you will contribute as part of the TRCA team:

The Supervisor, Contract Management, reporting to the Senior Manager, Construction Services, facilitates the procurement of goods and services associated with the implementation of various Restoration and Infrastructure led projects.

Key to this position is to strategically procure construction related goods and services using the highest standard of business ethics, knowledge of contract documentation, and the implementation of sound procurement processes, contract execution and closeout documentation.

Projects specifically include valley and stream restoration, shoreline and park development, habitat enhancement projects, infrastructure protection, trail construction, park bridges, dredging and erosion and slope stabilization works.

Heavy emphasis is placed on the production and control of contract documentation to ensure quality assurance and quality control during construction.

A major responsibility of this position will be to lead the tracking and monitoring of various types of analytics regarding budgets, schedules, earned value and risks associated with Construction Services' project delivery.

Sound knowledge of the OHS&A regulation 213/91 will be a requirement of this position.


Major Responsibilities:


  • Provide procurement services in support of project leads of internally delivered construction projects, act as Contract Supervisor for discrete phases or components of larger projects (procurement tenders/construction management) or take lead role and manage the oversight of subsidiary construction activities.
  • Administer contract inspections and contractor performance as per the prescribed inspection schedule with proper documentation and photographs.
  • Ensure project compliance with all environmental and engineering standards, corporate policies, regulatory approvals, and governing Health and Safety requirements as it relates to construction site activities.
  • Complete final project close out procedures and conduct postmortems to document lessons learned.
  • Create construction project management tools when needed, including QA/QC verification templates, boiler plates, policies, procedures, and standards.
  • Prepare and execute a broad range of construction agreements, including management of changes or amendments that may arise during execution, support the negotiation and administration of agreements, administer Purchase Orders, Payment Requisitions, Addendums, Site Instructions, Change Orders and Payment Certificates related to construction contracts.
  • Manage employee performance, ensuring individual employee objectives are aligned to divisional and strategic priorities.
  • Coach, mentor and generally support employee career and development planning.

What will you need to succeed:

  • Post-secondary diploma or degree in Civil Engineering, Construction Management, Procurement, or a related field.
  • Valid Ontario Driver's License.
  • Minimum of 57 years' experience in construction and procurement related activities involving municipal capital and environmental projects.
  • Minimum 2 years of experience in supervisory roles.
  • Knowledge of construction industry laws and practices including Standard Canadian Construction Documents (CCDC) and the Construction Lien Act.
  • Welldeveloped organizational and time management skills, and strong analytical, written, and verbal communication skills.
  • Excellent knowledge and demonstrated understanding of the Occupational Health and Safety Act and Regulations.
