    Our Douglas Point location is looking for a Bilingual (French/English)Compliance Advisor to work with our Facilities Operations team. If you answered yes, then this may be the job for you This position is to support the Facility Manager and Facility Authority in ensuring the facility's operation is compliant, as well as care and maintenance, and project delivery. The role is key to supporting the challenging decommissioning schedule in the facility while ensuring all compliance programs are integrated into the operation.

    Our Gentilly-1 site is nestled in a predominantly French-speaking town and while our work and documents are primarily in English, in the event of an emergency, audible alarms at the site will be in French. Emails and other communications will be in both French and English.

    What will you be doing

    Support Facility Manager:

    • Build in-depth knowledge of the Facility to provide an informed review of compliance or project delivery
      review on behalf of the Facility Manager.
    • Monitor compliance schedule and record and track actions for correction.
    • Review of various documents for the Facility Operation and project delivery.
    • Support delivery of compliance documents through contract or authoring as applicable.
    • Preparation of reports required under the license and licensing documentation.
    • Monitoring and reporting to the G1 Facility Authority on the effectiveness of implementing the CNL Compliance program through self-assessments, audits, and surveillance programs.
    • Assistance with management of human resources at the Facility, including recruitment, training, assessment of performance, and ensuring employee safety.
    • Ensuring that all activities (including those by internal CNL groups and external contractors) carried out in the Facility are planned, assessed in terms of possible hazards, and authorized.
    • Having the authority to take appropriate action to rectify problem areas within the Facility and Stop Work when it is deemed necessary.
    • Maintaining the knowledge base of decommissioning expertise and ensuring that decommissioning expertise and experience gained are available to projects, operations, and contracts.
    • Other duties as assigned by your manager.
    Support Facility Authority:
    • Participate in Monthly CNSC Meetings
    • Review high-level licensing documents (licensing basis, strategic licensing plan, Function Program Requirement Document, Program Description Document, and Management Control Procedure).
    • Review documents relative to license amendment and renewals.

    Act as Facility Manager:

    • Complete the training and qualifications to act as Facility Manager.
    • Perform the role of Facility Manager if required as a designate.

    Act as Facility Authority:

    • Complete the training and qualifications to act as Facility Authority.
    • Perform the role of Facility Authority if required as a designate

      Authority (not concurrently).

    • High personal standards of performance and commitment to the safe operation of the facility.
    • Ability to learn facility processes and operations to perform efficient reviews of deliverables.
    • A broad understanding of the organization/business to ensure effective coordination with like organizations
      and projects (CNL, AECL, external); able to effectively interface with senior management level
      nationally/internationally.
    • Experience with the licensing and approval of major projects through the Nuclear Safety & Control Act,
      CNSC Regulations and a strong knowledge of the associated federal processes.
    • Knowledge of the facility as demonstrated by the level of understanding of the following:
      • Operating license for the facility
      • Safety and design basis of the facility
      • Facility safety-related systems and other systems required for the prevention and mitigation of damage or severe accidents
      • Industrial, environmental, radiation, waste management, and criticality safety requirements as established in CNL nuclear programs
      • Conservative approach toward nuclear and personnel safety
    • Familiar with the National Building Code, National Fire Code, Decommissioning Technology, OSH Program, and other relevant codes
    • Address safety issues, manage risk and liabilities, and protect the environment in a cost-effective manner
    • Must have a good understanding of the building and demolition process within a nuclear environment

    Experience:

    • Over 15 years of significant and varied experience in operating nuclear facilities or a combination of
      experience in a regulatory environment
    • Experience leading others and achieving objectives through the efforts of those not necessarily in his/her
      sphere of control

    Education:

    An engineering or science degree (or equivalent in education/training and experience).

    Security Clearance Eligibility Required:

    • Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.

    Working Conditions :

    • The work week is a four 10-hour shifts per week schedule

    Location :

    CNL's Gentilly-1 Prototype Reactor (shut down and partially decommissioned) is located on the Gentilly Nuclear Generating Station site on the south shore of the St. Lawrence River in Bécancour, Quebec, 100 km northeast of Montreal.
