About Us


As part of the Newfoundland and Labrador Health Services, the Digital Health division provides quality information to health professionals, the public, researchers, and health system decision makers.

Through collaboration with the health system, we support the development of data and technical standards, maintain key health databases, carry out analytics and evaluation, and support health research.

We support healthcare within Newfoundland and Labrador, including patients and communities through the delivery of information technology (IT) and digital health services applied in the healthcare system to provide quality care.

Our mandate includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.


About the Role

  • Leading the planning, implementation and management of data access and information request activities from health system stakeholders and the public.
  • Planning and managing the daily data access and information request activities by identifying required resources and assigning staff, accordingly, managing timelines and budgets to ensure data and information requests are completed on time and of highest quality.
  • Implementing policies and procedures for the department in collaboration with the departmental management team and is responsible for ensuring that staff work within this framework.
  • Ensuring information released in response to requests for information is correct and meets privacy and confidentiality guidelines.
  • Participating in budget development, forecasting, and monitoring for the Division.

About You

Your education and experience include:

  • Master's Degree in health information services or related field supplemented by relevant work experience.
  • Minimum of 3 years working in a progressively responsible health care management role, of which, at least 1 year of experience working in a people management role is preferred. This experience would include leading work teams and assigning resources to support the achievement of organizational objectives.
  • Direct experience would include:
  • Analytical initiatives
  • Epidemiological initiatives
  • Interpretation of federal and provincial privacy legislation
  • Project management systems and practices
  • Leadership and management training preferred
  • Privacy certification preferred

You have the following skills and abilities:

  • Extensive knowledge of current trends and practices in data access, secondary use of data, research study design and methodology, and appropriate use and disclosure of data and information.
  • Ability to coach and mentor staff for optimal performance and professional growth.
  • Strong analytical and problemsolving skills.
  • Superior communication (written and oral) and interpersonal skills.
  • Ability to build and maintain effective professional working relationships.
  • Demonstrate good judgment and an ability to build consensus among groups with differing priorities.
  • Ability to function independently in a high pressure, diverse, and changing environment.
  • Selfmotivated and possess excellent time management and organizational skills.
  • Knowledge of provincial health care environment; specifically in relation to appropriate use of data for secondary use, data access and information requests.
  • Demonstrated equivalencies may be considered. _
