Position Summary:


Reporting to the Associate Director, Project Management Office this position leads the Capital Plan Development process and coordinates the implementation of the approved Capital Plan within Airport Planning and Technical Services.

The role also builds and maintains strong relationships between Airport Planning and Technical Services and the GTAA business functions.

The Manager will achieve this by earning the trust of each client by consistent and successful delivery on all commitments; supporting the development of the client's capital program, learning each client's operations, mission, role, and goals sufficiently well to provide consistently useful advice as to what capital investments in what sequence would best serve the client's needs; and to drive the development of client requests from initiation through concept development and funding approval.


Key Accountabilities:


  • Collaborate with each client area in the portfolio to develop a capital strategic plan specifically for that area and portfolio of planned and capital projects that supports the client area
  • Sponsor and support the production of project funding approval documents for new capital initiatives, assessing implementation timeframes, cost/benefits, organizational change considerations, risks and resource availability
  • Lead people by providing coaching, guidance and development by providing relevant feedback for personal and career growth
  • Provides clients insight, guidance, clarity and information related to capital project costs, timelines and longterm planning
  • Participate in the Capital Planning meetings to support the development of the 5Year Capital Plan
  • Communicate requirements, strategic and tactical, to senior and executive management; clearly and on a frequent basis, review their disposition, status and progress with the portfolio clients involved
  • Track the status of all capital projects under development that are led by the PMO (budget, scope and schedule)
  • Prepare reports and presentations for projects and on an aggregated program and portfolio basis
  • Conduct research and development of Capital Planning and Project Development processes, industry standards and assessment of existing practices to recommend changes
  • Responsible for being a customer centric Leader with respect to the Mission, Vision, Values and Beliefs

Qualifications:


  • Postsecondary degree in architecture, engineering, project management, business or a related field or an acceptable combination of education, training, and/or experience
  • Experience years) leading concept development and programming requirements for design and construction projects involving multiple partners
  • Experience in strategic planning and multiyear capital planning
  • Demonstrated ability (5+years) in People Management (direct report or crossfunctional)
  • Demonstrated experience working in a customer centric environment
  • Able to obtain and maintain Transportation Security Clearance

Knowledge, Skills and Abilities:


  • Ability to prepare process documents and project documents (e.g. business case, feasibility study, budget estimates, etc.)
  • Strong interpersonal and communication skills to establish, cultivate and maintain relationships with clients, coworkers and others
  • Knowledge of project monitoring systems including but not limited to, scheduling, cost and change control
  • Demonstrated problem solving skills in assessing and reviewing business processes to identify options, industry standards and opportunities to improve service delivery
  • Knowledge of design and construction principles
  • Knowledge of consultant and construction related procurement practices and procedures
  • Knowledge of related government legislation in the areas of construction, fire codes, building codes, occupational health and safety regulations, etc.
