What Will You Do?
Under general supervision of the Director of Finance, the Purchasing Manager is responsible for the full purchasing function.

The role reviews and approves purchase requests received from Campus Support departments and Campuses, and identifies, analyzes, and resolves purchasing issues.

This position is also responsible for identifying cost saving opportunities, processing improvements, negotiating contractual agreements and plays a key role in the budgeting process.


Specific Responsibilities
Reporting to the Associate Director, Strategy, Financial Planning & Analysis, and the Purchasing Manager is accountable for the following:

  • Perform research & evaluation activities to determine possible alternate vendors and business opportunities.
  • Contact vendors and collate data related to price, availability and quality of products
  • Evaluate & Assess vendor offers and make recommendations for awarding contracts
  • Confer with Campus Directors to determine purchasing needs, including supervision of inventory management activities.
  • Negotiate all aspects of vendor contracts
  • Coordinate the acquisition of goods and services to meet campus purchasing requirements


  • Manage vendor relationships

  • Communicate professionally and courteously with suppliers in relation to order processing as required to resolve issues and receive order acknowledgements.
  • Prepare and present business cases for unbudgeted purchases
  • Develop, lead and execute purchasing strategies, including conducting scenario analysis and benchmarking.
  • Assist the finance and operations teams with the preparation of the annual operating budget, and play a key role in cost control.
  • Review and process purchase requisitions, purchase order adjustments, and checkenclosed purchase requisitions for purchases; develop and assist with implementing processes for efficiency improvements; provide customer service and departmental support.
  • Develop, Prepare and Distribute monthly reporting packages
  • Track and report key functional metrics to reduce expenses and improve effectiveness
  • Achieve cost savings in alignment with the department KPIs
  • Develop departmental communications; maintain and update departmental website, files and databases; contribute to and support departmental initiatives.
  • Review and improve current purchasing procedure and processes.
  • Perform other duties as assigned

Position Requirements
To be successful in the Purchasing Manager position, individuals must be committed to developing, maintaining and demonstrating the following:


Education and Experience:


  • Minimum 2 years of experience in Purchasing
  • Understanding of fundamental Accounting concepts
  • Knowledge of Microsoft Dynamics 365 would be an asset but is not required
  • Formal training in Financial or Business Management preferred

Competencies:


  • Knowledge of purchasing methods and procedures
  • Experience with preparing and maintaining accurate financial records
  • Ability to adapt to changing job conditions
  • Advanced oral and written communication skills, including business report writing and presentation skills
  • Ability to work independently with limited direction
  • Thorough knowledge of MS Office including Word, Excel, Outlook
  • Excellent organizational skills with ability to multitask
  • Ability to develop and maintain working relationships with internal and external agencies and organizations
  • Excellent judgment, problem solving skills with ability to make appropriate decisions under pressure
  • Ability to exhibit a professional attitude and image with a commitment to quality service
