Reporting to the Supervisor in the Corporate Financial Reporting section of the Accounting Services division, this position will assist with various responsibilities, including accounting research, preparation of the City's financial statements, other year-end reports and related working papers, analysis of transactions and balances, preparation of responses for the City's external auditors, as well as the reconciliation and review of the City's general ledger accounts.


Major Responsibilities:


  • Reconciles, analyzes, and prepares working papers to support account balances and reconciliations, used in the preparation of the City's annual financial statements, provincial information return, reports for Standing Committees and City Council, and other financial and statistical reports.
  • Analyzes, reconciles, and monitors the City's general ledger and reserve accounts to identify and investigate unusual and/or potentially inaccurate financial transactions and balances.
  • Creates, executes, and reviews financial system reports and reconciliations to identify potential errors and omissions, ensure that internal controls are followed in accordance with City policies, and confirm compliance of entries based on public sector accounting standards.
  • Performs research of various materials, such as the Public Sector Accounting Standards, to prepare recommendations for various accounting treatment decisions.
  • Prepares, reviews and posts journal entries.
  • Monitors relevant provincial statutes and regulations, City bylaws and/or Council direction, City financial and accounting policies for changes, and agreements for changes and incorporates requirements into execution of responsibilities, where appropriate.
  • Coordinates divisional projects, assignments, analysis as required.
  • Collaborates with City divisions and the City's consolidated entities to provide advice on accounting treatment decisions, ensure timely completion of periodend and yearend processes, and gather information required to support the preparation of various financial reports.
  • Participates in the design and development of new corporate accounting policies and procedures.
  • Prepares requests for the setup of cost centres, cost elements and capital projects.

Key Qualifications:


  • Present enrollment towards the CPA Professional designation (e.g. CPA Professional Education Program (PEP), completed Core 1 and 2 course requirements) or the equivalent combination of education and/or experience.
  • Extensive experience with computerbased accounting systems, e.g. SAP.
  • Considerable accounting and financial reporting and analysis experience in a public or private sector accounting environment.
  • Considerable experience with Microsoft Office Suite (e.g. Excel and Word).
  • Considerable experience providing work direction, training, guidance and support to staff.

You must also have:

  • Excellent organizational and multitasking skills, with the ability to work independently with minimum supervision, prioritize work schedules, plan and execute assigned duties within tight timelines.
  • Excellent analytical, conflict resolution and problem solving skills.
  • Excellent interpersonal and customer service skills.
  • Ability to work cooperatively as part of a team.
  • Strong ability to communicate effectively, both orally and in writing, with various levels of staff within the City and other organizations.
  • Ability to exercise independent judgement and discretion in dealing with confidential operational matters.
  • Ability to maintain accurate and orderly electronic and manual files.
  • Advanced knowledge of financial and internal controls and strong knowledge of Public Sector Accounting Board (PSAB) standards.
  • Knowledge of relevant policies, procedures, and federal and provincial legislation that would be relevant to this position.
  • Familiarity with government legislation in the area of Occupational Health & Safety. Ability to work overtime as required.
