MANAGER

IT OPERATIONS AND NETWORK INFRASTRUCTURE


The Chief Financial Officer and Secretary-Treasurer's Department is responsible for the corporate secretary and business functions of the Division, including: the administrative management of the functions of the Board of Trustees, its committees and related matters; legal matters and liaison with Winnipeg School Division's solicitors; contract administration; records management; and the administration of the business affairs of Winnipeg School Division.

Under the supervision and direction of the Secretary Treasurer/Chief Financial Officer, the Manager of IT Operations and Network Infrastructure responsibilities include:

  • Provide operational and infrastructure support to the Chief Financial Officer/Secretary Treasurer.
  • Evaluate and implement enhanced Cyber Security measures across all division systems and wide area network services to ensure they are adequately protected.
  • Monitor new and emerging security trends and vulnerabilities and work collaboratively with other IT staff to mitigate security risks.
  • Work closely with senior management, system users and schools to respond to security notifications and take remedial action to ensure corporate data and technology platform components are safeguarded from known threats.
  • Plan, design, document and implement operational technology standards.
  • Develop, implement, and administer large wireless network to meet division's evolving needs efficiently and in a secure manner. Responsibilities include system tuning, capacity planning, disaster recovery, network security, and the creation and maintenance of support documentation for the division's network services.
  • Manage the administration and maintenance of major databases (Active Directory, MSSQL, etc). This includes database design, database capacity planning, managing and developing of data structures, ensuring data integrity and backup/recovery of data.
  • Manage complex file collaboration system.
  • Resolves information services problems by analyzing issues, discerning the most appropriate courses of action, providing tactical direction.
  • Assist in preparation of annual budget.
  • Develop and maintain relationships across both academic and administrative areas to advance positive change within the Division and to enhance services to students.
  • Manage technical specialists in the following areas:
  • Security of Division Wide Area Network
  • Management of Division Servers
  • Evaluates hardware and software as required
  • Designs and develops custom technical programs and/or procedures

Qualifications:


  • Postsecondary education degree/diploma in Computer Science, CNE (Novell Certification)
  • Five years of related experience in areas such as wide area network administration of routers and switches, Linux operating systems, MS SQL Server 2012 or higher, MS SQL, Active Directory, Cisco DNA Advantage, various Microsoft server operating systems and MicroFocus ZENworks 2017 or higher, and MicroFocus Open Enterprise Server 2018 or higher.
  • Two to three years of experience in PowerShell, C++, PERL, bash shell, and CCNP (Cisco Certified Network Professional) certification or equivalent experience considered an asset.
  • Ability to audit policies and procedures as related to network services administration, security, backup and recovery.
  • Ability to create complex network diagrams to document current and planned network architecture.
  • Several years of work experience in a supervisory role.
  • Effective professional communication skills and the ability to deal tactfully with all levels of staff are required.
  • Must have superior problem management skills; able to multitask and meet constant deadlines.
