Bechtel has been appointed as the Delivery Partner, supporting our customer Metrolinx as part of an integrated team, to help deliver the signature Ontario Line Subway (OLS) Project, a transformational transit project for the Greater Toronto Area.

The multi-billion dollar project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two key Public/Private Partnership (P3) Contractors, two Progressive Design Build Contractors and multiple advanced/early works contractors.


Role:


Job responsibilities

  • Ensure that safety and creation as well as maintenance of a safe workplace and environment is the primary consideration and first priority in the delivery of all work. Actively participates in Bechtel's safety leadership culture through field hazard inspections, engagement with the workforce, deployment of safety initiatives and review of contractor's means and methods.
  • Participate in tender production and preconstruction/preaward meetings to address technical or construction related questions, working with the Technical Advisor (TA), provide recommendations to the client in considering and analyzing possible procurement and means and methods for constructing various elements of the Construction Project;
  • Conduct thorough constructability reviews of detailed design and construction packages prepared by the TA. Constructability review reports shall identify project risks and provide recommendations to mitigate project risks. These risks shall include technical, safety, cost, quality, schedule, environmental compliance, operations and third parties.
  • Contract lead for the Pape SOE:
  • Coordinates the preparation of cost reports, forecast and progress reports. Reviews and provides input to project controls documents on progress relating to cost and schedule. Provides input to periodic reporting. Quantity and progress verification and invoice review.
  • Directs the maintenance of construction engineering records for job history. Supervises the receiving, distribution and filing of contractors documentation.
  • Aids Client Project Manager in administering major contract changes and represents the client in contractual discussions and negotiations. Oversees the implementation of contract changes.
  • Monitor the technical requirements of the work, including quality control/assurance.
  • Monitor implementation of the Contractor's quality program(s).
  • Ensures the implementation of the project construction procedures
  • Coordinates with the works contractors and Planner to plan construction schedules and review programmes for acceptance.
  • Coordinate with project stakeholder i.e. TTC, City of Toronto, customer's engineering and operating personnel etc. to coordinate construction activities.
  • Coordinates with the Contract Administrator on contract administration and activities affecting the contract administration operation.
  • Performs employee reviews for subordinate personnel and assists in their development. Ensures that subordinate personnel receive progressive training.
  • Reviews and provides input to the project staffing plan for construction engineers and associated personnel.
  • Ensure contractor technical submittals are submitted, reviewed, and approved. Monitor schedule of submittals, reviews, and approvals. Coordinate other Functional Depts for review and maintaining compliance of contract requirements.
  • Review and approve contractor's construction related documentation including RAMS, means and methods and ITPs.
  • Coordinate interfaces between early works contractor(s) and other interfacing projects.

Job Knowledge

  • Significant technical knowledge and experience of:
  • Slurry wall construction.
  • Installation of tiebacks, walers and struts as part of support of excavation system.
  • Jet grouting activities.
  • Construction of tunnels using tunnel boring machines, sequential excavation method and associated works, including launch shafts and portals.
  • Installation and monitoring of geotechnical instrumentation.
