Major Responsibilities:

Reporting to the Supervisor, this position supports the ECS Capital Works Program through the provision and enhancement of software platforms, including the Project Tracking Portal (PTP), ProjectWise, and others; to provide oversight and assistance for all capital delivery projects assigned to ECS; and, to liaise and co-ordinate with internal and external groups on accomplishments of deliverables.

The primary responsibility of the position is to manage service delivery to achieve organizational performance and quality standards and expectations, ensuring conformance to division, cluster, and corporate standards.


  • Assesses, analyzes, evaluates and recommends process & policy alternatives.
  • Conducts feasibility studies on business opportunities & challenges
  • Provides inputs on improvements to current business environment & processes.
  • Recommend improvements to current methodology, process, standards, and policies.
  • Liaises and coordinates with internal & external groups on accomplishment of deliverables.
  • Facilitates collection of business requirements and build consensus amongst clients on accomplishment of deliverables.
  • Prepares Business Case, Business Requirements, Gap Analysis, Logical Data Models and Design documents for proposed solutions.
  • Provides inputs to Data Management teams on transformation of clients' business requirements as represented by logical data models into physical data models.
  • Designs and implements business & data / information requirements into databases or file management systems.
  • Develops programs to translate business requirements & designs into information systems.
  • Prepares test data.
  • Conducts testing of programs and systems for unit, system, performance, usability, user acceptance, disaster recovery and implementation tests.
  • Prepares test strategy, test cases & test scripts for system, performance, usability and acceptance testing of system solutions developed.
  • Participates in walkthrough of deliverables to identify potential problems.
  • Prepares implementation & rollout strategies and plans.
  • Prepares documentation for systems to facilitate transfer of knowledge.
  • Provides inputs to "Go / No Go" cutover decisions e.g. rollouts.

Key Qualifications:
  • Considerable experience in developing requirements for division business needs.
  • Considerable experience in testing new features and providing Go/No-Go decisions.
  • Considerable Experience with tracking and reporting changes in tracking programs
  • Experience utilizing computer software used, including ArcGIS, Access, Oracle, SQL and Microsoft Office suite.
  • Excellent oral and written communication skills, and ability to effectively communicate to all stakeholders
  • Experience with Bentley / Autodesk CADD platform

You must also have:


  • Excellent interpersonal skills, with the ability to work independently and cooperatively with others in a team environment as well as establish and maintain effective working relationships with all levels of staff and external contacts.
  • Demonstrated communication skills to provide troubleshooting support, prepare technical documentation, report on problems and deal effectively with all levels of management and staff.
  • Knowledge of FME Server and Python.
  • Knowledge in the Document Management Systems
  • Ability to provide Ad-Hoc reporting
  • Ability to provide training to staff.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces
  • Ability to plan, prioritize and organize and work with mínimal supervision, and work well with other staff.
  • Advanced problem solving and project coordination skills, and the ability to exercise independent judgement to resolve issues and achieve successful outcomes.
