Major Purpose


Under the direction of the International Program Director, this role leads communications efforts on two critical projects in FCM's Programs, Capacity and Sector Development unit, as well as leading engagement and collaboration on behalf of the International Program in a number of external international networks including but not limited to CIB, parts of UCLG, and ASPAC.

The Advisor is expected to represent FCM while liaising with these networks and lead the project's collaboration of joint activities.


The Advisor leads the creation and implementation of project communication plans for the Partnership for Municipal Innovation - Women in Local Leadership (PMI-WILL) project.

The Advisor is responsible for leading the publication and promotion of project results in close consultation with the Project Director and unit Directors.

In addition, the Advisor plays a crucial role in the development and implementation of international and regional engagement and advocacy components of PMI-WILL.


Equally important but utilizing less time, this role provides critical communication advice and support to the [spell it out the first time] CEDI project, in close collaboration with the FCM's Senior Director, Capacity and Sector Development.

This part of the role involves close collaboration with our project partners at CANDO, an Indigenous -led and focused organization in Western Canada.


This position may support other projects in the capacity and sector development unit when/if the PMI-WILL and CEDI work levels allow.

The Advisor, Network and Communication will maintain the highest level of confidentiality, professionalism and exercise good judgment including the ability to escalate to management when help is required and being able to meet deadlines as set out by their direct manager within a fast-paced corporate environment.


Key Responsibilities

PMI WILL Communications (45%)

  • Develops the communications Annual work plan for PMI-WILL and oversees the implementation of the communications work plan for the Ottawa Office, the Ghana office, and partner countries in collaboration with the Monitoring, Evaluation, Learning and Knowledge Sharing (MELKS) Advisor.
  • Ensures accurate and appropriate recognition and attribution of GAC contributions to PMI-WILL, ensures alignment with GAC priorities (i.e. the Feminist International Assistance Policy).
  • Develops, implements and evaluates communications plans to promote project activities (e.g. knowledge resources, study tours, field visits, award programs), providing writing and editing services to align with the program's target audiences.
  • Working with team members, produces Communications products such as: key messages, website and social media content, ecommunication, content for newsletters, publications, posters, presentations and impact reports.
  • Leads the publication and promotion of project results and high value knowledge products to key audiences i.e. FCM members and the Canadian public; and supports the Ghana Office and partner country with communications to their key audiences.
