SCOPE

Reporting to the Manager, Payroll, the incumbent provides professional expertise in improving the efficiency and effectiveness of the Payroll Unit.

They assist the Payroll Manager in accomplishing the day-to-day payroll activities and undertake in-depth analysis of problems, articulate alternatives and recommend and implement solutions to support staff.


PRIMARY RESPONSIBILITIES

  • Coordinate the daily work activities within the payroll office.
  • Monitor audit controls related to payroll. Run several audit reports on a weekly basis. Analyze and identify errors and have corrections done by appropriate units when necessary. Generate, validate and submit direct deposit file to bank for processing.
  • Work closely with the Payroll Manager to ensure the efficient operation of the HRIS as it relates to payroll. Assist in the implementation of enhanced features to the HRIS in order to improve efficiency.
  • Participate in the development and implementation of related unit objectives and operating plans.
  • Perform prepayroll validations and run the payroll. Import, validate and approve information. from the Workforce software module (time keeper role). Responsible for having any errors corrected before pay run and adding exception time that was not previously captured, (i.e Stat holiday pay). Validate and approve replication logs and reports, assist Manager with pay run (12 days) using several reports and simulations in order to validate, correct and approve data before finalizing
  • Ensure data accuracy related to general ledger accounts and ensure that any data corrections are done in conjunction with appropriate resource in Finance. Perform GL posting for pay amounts. Run GL posting simulation, balance, correct and finalize posting.
  • Process gross to net validations for new employees (sampling). Process special payment requests (e.g. TRD and RRSP). Support special exemption requests and assistant with nonresident payments. Approve wire transfers for off cycle payments either domestic or international.
  • Validate ROE, extract and load to Service Canada's website and back to HR.
  • Responsible for the remittance of related payroll taxes to the Government within established deadlines. Investigate unusual related bank reconciliation problems and balance related payroll general ledger accounts.
  • Support the Payroll Manager in the remittance of a broad spectrum of other payroll deductions (third party). Evaluate remittances. Create posting run. Release payments. Communicate with Finance. Reconcile results.
  • As a centre of expertise, support employee services staff to resolve employees' issues that have been escalated to payroll.
  • Assist with the preparation of government related documentation (tax slips), ensuring accuracy of information. Support Payroll Manager in the investigation of problem statements; ensure that the related employee taxable benefits are recorded as income; investigate and resolve related major problem files.
  • Support internal and external auditors during audit process by providing documents, reports and other requested payrollrelated information; and answer questions from auditors about payments. Coordinate the implementation of related procedural changes recommended by auditors.
  • Manage reports for EI, QPP, QPIP deficiencies and other deductions as needed.
  • Assist with related Financial Services requirements.
  • Serve as a backup to Payroll Manager as required and perform other tasks as assigned by the Payroll Manager.

REQUIREMENTS

  • Bachelor's degree in Financial Management, Accounting or in a field related to the primary responsibilities and 2 to 4 years experience working in a complex payroll environment.
  • Canadian Payroll Compliance Practitioner (PCP) designation.
  • Understanding of Human Resources terminology.
  • Knowledge of general accounting and auditing principles and Provincial and Federal government tax requirements.
  • Experience working in a unionized environment, an asset.
  • Previous experience working with SAP, desirable.
