Target Salary Range:
$110,000 - $130,000


Reporting to the Director, Member Regulation Policy, the Policy Counsel, Member Regulation Policy is a member of the Member Regulation Policy Team (MRP), is responsible for working on policy initiatives relating to the development, drafting, review, and approval of new and revised rules and guidance, applicable to both investment dealers and mutual fund dealers.

The Policy Counsel also participates in the other operational and day-to-day work of MRP.


Key Responsibilities:


  • Develop and draft rules and guidance applicable to Dealer Members, working in collaboration with other internal staff and external stakeholders as required
  • Participates in the review and approval process of proposed Dealer Member regulation policy initiatives
  • Provide support to advisory committees by preparing meeting materials and presenting policy initiatives to the committees
  • Support and represent the organization externally, provide interpretation of rules applicable to Dealer Members, and conduct presentations to others (e.g., other regulatory staff, Dealer Members and other applicable stakeholders) on various matters of interest to the investment industry
  • Support the Senior Policy Counsels, Director and VP, MRP in their development of rules and guidance
  • Respond to inquiries in a timely and effective manner

Education/Experience:


  • Law Degree (LL.L., LL.B. or J.D.)
  • Member, in good standing, of a Bar in one or more Canadian jurisdictions
  • A minimum of 5 years of experience practicing investment industryrelated law
in either private practice or as in-house counsel with a financial institution, regulator, or
other investment industry participant

  • Experience in regulatory policy development would be an asset
  • Compliance or legal experience at an investment dealer or mutual fund dealer firm would be an asset
  • Combined civil and common law degrees would be an asset

Key Skills and Competencies:


  • Keen interest in policy development
  • Excellent verbal and written communication skills, including legal research and drafting skills
  • Ability to multitask and prioritize competing matters
  • Knowledge of investment dealer or mutual fund dealer rules, requirements and guidance
  • Understanding of the structure of the investment industry and applicable legislation, Dealer Member compliance issues, and current policy issues affecting the investment industry
  • Knowledge of the investment industry regulatory regime in other countries would be an asset
  • Bilingual (English and French), a strong asset
