As the IT Program Manager for the Smart Cities team, you will be responsible for leading the strategic direction, development, coordination, and implementation of a key program area(s) (Digital Equity, Living Labs, Technology Integration Centre, Storytelling & Engagement, Partnerships & Regional Collaboration) in IT that aligns with The City's goals and vision along with our Council's guiding principles and focus areas.

The primary emphasis of this role involves strategizing, organizing and conceptualizing the program while actively overseeing its advancement, addressing challenges, and taking prompt corrective measures as needed.

The programs encompass various IT projects that need to be effectively coordinated to mutually enhance one another and align with the overarching business objectives.


Primary duties include:

  • Oversee implementation of strategic IT program focus areas and lead the program team in project development, risks, and issues management to achieve milestones and deliverables.
  • Work closely with IT Leader, Management Teams and Director's Office to confirm scope and direction of program and projects within.
  • Manage connections between numerous related projects to achieve program deliverables. Oversee program management including scheduling, budget, scope, risks, issues, and deliverables.
  • Provide timely reports, progress updates, and communications on strategy work to advisory panels, IT Management Team, GM, ELT, and Council.
  • Provide leadership to direct reports including recruitment, hiring, performance management, and recognition.
  • Lead and/or participate in respective areas of strategic planning sessions and provide strategic direction and oversight on the implementation of the program.
  • Identify strategic objectives, program targets and measurements of program performance to align with corporate goals and visions.
  • Develop and foster positive relationships with clients, direct reports, colleagues, senior management, partners, vendors and external organizations, academia and industry peers.

Qualifications
***A degree in public administration, technology, project management, strategic planning, or a related field and at least 8 years of progressive experience in program development and implementation, project management, or strategic planning; OR

A master's degree in public administration, technology, project management, strategic planning, or a related field with at least 4 years of experience in program development and implementation, project management, or strategic planning.

Equivalent combinations of experience and education may be considered.
Project Management Professional (PMP) designation will be considered an asset.
Experience with report writing and making presentations to senior leaders and council will be considered an asset.
Success in this position requires strong communication, organizational and problem-solving skills. You will have well developed political acumen and leadership skills.
