Description

Under the general direction of the Crime Analysis Supervisor, the Crime and Intelligence Analyst performs advanced functions in collecting, collating, analyzing and disseminating criminal intelligence data relevant to actual and anticipated criminal activity.


The Crime and Intelligence Analyst supports police decision-making by providing highly detailed analytical information to Police Officers, Investigators, Administration and Command Staff.

Contributes to intervention efforts as well as supporting the investigative functions of the Winnipeg Police Service by identifying and analyzing emergent crime patterns, trends and series as well as criminal threats.


The Crime and Intelligence Analyst participates in the development and maintenance of crime analysis software that tracks the frequency, geographic factors, victims, targets, suspect descriptors, chronological information, vehicle descriptions, modus operandi factors and physical evidence information related to criminal occurrences and police intelligence.

Intelligence and investigative support functions of the Crime and Intelligence Analyst include the identification of links between suspects, key investigative details, intelligence gaps, recommendations for courses of action and preparation of suspect profiles.

The Crime and Intelligence Analyst analyzes information received from electronic surveillance systems and digital evidence related to telecommunication and financial data.


The Crime and Intelligence Analyst position has additional responsibilities for contributing to and carrying out the strategic direction of the Crime Analysis Unit, assuming the lead role in presentations to command staff, city council and in public forums.


The Crime and Intelligence Analyst is a mentor for other members within the Crime Analysis Unit and one who can acquire new skills and knowledge autonomously.

Position is highly independent and operates without clear guidelines or requests from clients.

The Analyst independently determines the appropriate analytical tools for different scenarios and performs analysis of information to support criminal and social disorder investigations.

Analysis performed may include spatial, temporal, statistical, trend/pattern, investigative and intelligence analysis. Analytical products and documentation may be used for court actions. This may include bail hearings, criminal trials, parole hearings and requests for warrants. Incumbents may be asked to appear in court as fact witnesses or expert witnesses to support the aforementioned information.


As the _Crime and Intelligence Analyst_
you will**:

  • Tactical Analysis
  • Develop the capability to identify and measure emergent crime patterns, series and criminal threats. Identify statistically unique events with recurring patterns to perform analysis. Analyzes criminal activity and criminal threats for the purpose of facilitating problem solving, intervention, and reduction efforts. Gather and relay information within WPS and to external stakeholders.
  • Operational and Strategic Analysis
  • Develop the capability to support investigative functions of the Winnipeg Police Service by providing information and analysis to which Police members may have no other access and provides decisionsupporting intelligence and information which improves police awareness and judgment.


  • Administrative Analysis

  • Develop the capability to support general police activities by providing information and analysis on police resources and on police actions and their consequences. These tasks include staffing and resource allocation, redistricting, and requests of a political nature

Your education and qualifications include:


  • Bachelor Degree, in a related field (must include research methodology, and/or statistics)
  • Master's Degree in Criminology or Sociology is considered an asset
  • Crime Analysis Certificate is considered an asset
  • Criminal Intelligence Certificate is considered an asset
  • Knowledge and courses in SQL are considered an asset
  • Must have a minimum of 36 months experience in one or more of the following areas: intelligence or crime analysis, analysis in fraud, investigative, risk management, communications or similar field, applied research and data analysis in police, government or other public or private agency
  • Demonstrated intermediate level proficiency in Microsoft Excel
  • Experience working with Geospatial Information System software an asset
  • Demonstrated knowledge of WPS procedures and policies
  • Understanding of police operations and administration would be an asset
  • Ability to work with social media platforms
  • Demonstrated ability to perform spatial, strategic and tactical analysis
  • Demonstrated ability to conduct statistical evaluation of data
  • Possess strong research and analytical skills
  • Demonstrated ability to deal discreetly with confidential matters
  • Ability to establish and maintain effect
