PHS Community Services Society is hiring for a Project Operations Manager for the Portland Hotel


JOB SUMMARY


Reporting to a Senior Manager of Housing, the Project Operations Manager (POM) for the Portland Hotel is responsible for the management and general operations of the project.

The POM does this through providing leadership, supervision, performance management and direction, including discipline and termination.

This position will serve as the PHS Housing Team's main point person for all VCH Housing First Referrals for the Portland Hotel, Alexander Street Community (ASC), Regal Hotel, and Woodwards Community.


This role requires regular hours worked on site in the specifically assigned buildings, as well as response to emergent calls in these and other projects as needed.

As an excluded manager, this role is responsible for day-to-day coaching, training, and discipline of any CUPE 1004 staff working at designated projects.

KEY RESPONSIBILITIES
The job includes, but is not limited to, the following:

  • Responsible for communicating job expectations, mentoring, coaching and developing staff. Provides work direction, assignment of duties and conducts regular employee evaluations. Applies progressive discipline as required.
  • Investigates work conduct and staff performance issues and facilitates any necessary remedial action or progressive disciplinary action up to and including termination.
  • Participates in grievance processes and other labour relation matters, including labour management meetings.
  • Responsible for filling unfilled schedule vacancies and lastminute shift coverage, reviewing schedules in advance to identify potential upcoming issues.
  • Collaborates with the senior managers to review and create job descriptions and job postings as necessary.
  • Responsible for working with the coverage team to ensure unfilled shifts and lastminute coverage needs are met.
  • Responsible for staff timesheet punches and shift adjustments.
  • Assesses resident needs for a safe, supportive, respectful and quality environment and supports staff to initiate and manage daytoday services designed to meet these needs.
  • Responsible for effective and supportive communication between staff, residents, community agencies and service providers.
  • Directs and delegates assignment of tasks to project managers and frontline staff to ensure that PHS policies and procedures are adhered to.
  • Responsible for ensuring resident intake forms are completed.
  • Responds to escalated resident concerns and complaints.
  • Initiates a coordinated response in crisis situations and immediately notifies senior management.
  • Ensures that the buildings are consistently wellmaintained.
  • Oversees specific project budgets, responsible for monitoring expenditures, performing variance analysis, and reporting to senior management.
  • Prepares assigned building sites for City of Vancouver fire and building maintenance inspections. Identifies building issues and works to ensure building operations are of a high quality.
  • Represents the Employer at OH&S sub and central committees as needed.
  • Strong knowledge of the collective agreements, OH&S and all other PHS employee policies and procedures.
  • Facilitates WorkSafe and OH&S inspections, incident reviews, and followup.
  • Maintains strict confidentiality of employee information and all matters regarding current and future operational planning, decision making, and organizational proprietary interests.
  • Other duties as required.
QUALIFICATIONS / EXPERIENCE

  • Five to seven years of management experience.
  • Bachelor's degree in a relevant area or equivalent experience.
  • Knowledge of budget management.
  • Demonstration of superior interpersonal skills with a preference to working as part of team.
  • Proven ability to be highly selfmotivated, demonstrate initiative and recommend changes, when required to improve operations.
  • Ability to demonstrate cultural sensitivity and empathy.
  • Excellent communication and conflict resolution skills.
  • Excellent judgement in crisis situations.
  • Strong knowledge and practical understanding of harm reduction approaches.
