The Ministry of Health is responsible for maintaining an accessible, high quality, affordable system for health service delivery that meets the needs of the citizens of the Province of BC.

Its mandate is to support and enhance a responsive, comprehensive, regionalized health care system that promotes and provides for the physical, mental and community health of all British Columbians.


The Finance and Corporate Services Division supports the Ministry Executive and programs by managing and ensuring a consistent approach to financial and corporate issues.


The services are provided through seven branches:

Financial Operations, Financial Analysis and Decision Support, Regional Grants and Decision Support, Audit and Investigations, Business Financial Transformation, Capital Services and Logistics Strategy.

These branches provide financial advice and assist programs to meet their strategic goals and operational plans, and ensure compliance with relevant legislation, regulations and central agency directives.


Job Overview:


The Billing Integrity Program (BIP) is responsible for financial, procedural and compliance audits of billings to the Medical Services Plan (MSP) by medical practitioners, health care practitioners, medical facilities owners/administrators and other claimants.

This includes detection and deterrence of inappropriate MSP billings; ensuring adherence of the medical community to the Medical Services Commission (MSC) and Ministry fee-for-service policies, procedures, statues protocols, and schedules.


Reporting to the Senior Director, Audits, the Manager is responsible for leading a staff of professional auditors through complex audits and highly sensitive investigations to ensure compliance with legislation, policies, and other standards, and provide senior professional compliance and enforcement services.

To ensure effective management of the Medical Services Plan's $5.5 billion budget.


Job Requirements:


  • Completion of a Certified Public Accountant (CPA) designation AND 3 years of recent, related experience; OR
  • An equivalent combination of education and recent, related experience may also be considered.

Recent, related experience must include a minimum of 3 years in each of the following:

  • Financial audit management experience.
  • Leadership and supervision of staff including performance management, coaching, team building and/or mentoring.
  • Managing relationships, resolving problems and dealing with issues involving clients, colleagues and/or management.

Preference may be given to applicants with:

  • More than 3 years' experience in any of the above
  • Experience with the BC public healthcare sector.
  • Experience with statistical sampling techniques combined with extractive audit procedures utilizing software packages such as MicroStrategy.
  • Experience communicating with senior management (e.g. written, presentation and interpersonal).
