Using a culturally adapted approach based on empowerment and harm reduction, we offer shelter, housing options and services that promote healing, well-being, and community.

We work in partnership to advocate for the health and housing rights of urban Indigenous Peoples.


With an annual operating budget of $12M and a team of more than 80 committed employees, PAQ serves over 500 Indigenous women and men in urban Montreal each year.

One of Montreal's largest support services for the urban Indigenous community, PAQ offers comprehensive culturally adapted programs and services to those experiencing homelessness or those who are at risk.


Key Responsibilities


Reporting to the Finance and Operations Director, the PAQ Finance Controller is the lead stakeholder in ensuring sound and transparent management of PAQ's finances, including a $12M operating budget and $15M in assets.

The person in this role is responsible for the production, coordination and sharing of all financial information, including:

maintaining financial records, the annual financial audit (liaising with the auditor), and ensuring that all aspects of PAQ's finances are current and up to date.


The Finance Controller ensures that recording and reporting of financial information follows Generally Accepted Accounting Practices and Canadian standards for non-profit corporations.


Main responsibilities

Organizational Leadership:


  • As part of the PAQ Management Team (MT), contribute to the overall organizational vision, plans, budgets, and strategies;
  • Hold overall responsibility for ensuring PAQ has sound and responsible financial policies, procedures and practices in place;
  • Proactively share information with other MT members & collaborate on crosscutting initiatives;
  • Ensure PAQ is compliant with all financial, donation and tax regulations and legislation and following sector best practices;
  • Represent PAQ at external meetings with partners and suppliers, and in other externalfacing functions in mutual agreement with the Finance and Operations Director;
  • Participate and present at meetings of the Board of Directors, on an asneeded basis;
  • With the commitment of the Executive Director and Board to lead by example, infuse a culture of quality, transparency and accountability at PAQ;
  • Monitor, evaluate & manage outputs against approved plans & budgets; ensure targets are met

Financial planning, analysis, and management

  • Support the Executive Team with financial planning, financial modelling, and program financial reporting
  • Prepare monthly and ad hoc financial reporting and performance analyses
  • Successfully open and close financing projects, and all steps in between
  • Review and identify opportunities to enhance current financial reporting processes and systems by leveraging automation in accounting and finance
  • Support periodic review and updating of financial policies, procedures and controls and ensure effective implementation and staff compliance
  • Produce and present financial reports at regular Board and committee meetings.
  • Produce monthly financial statements for the Executive Director and provide documented explanations for budget variances.

Budget, planning and reporting

  • Works with Finance and Operations Director to analyze expenditures and develop realistic annual budget proposals and multiyear program budgets for the organization.
  • Support the Finance and Operations Director to prepare clear, timely and accurate financial reports, including regular budget updates and forecasts for the Executive Team, Board of Directors, and donors.

Accounting

  • Ensure the end of the month closing
  • Oversee accounts payable/accounts receivable and supervise the accounting and payroll technicians
  • Oversee annual external audit.
  • Ensure all PAQ's banking duties are carried out in a timely manner such as deposits, payroll delivery and bank reconciliations.
  • Maintain and monitor tax compliance, tax filing and reporting
  • Prepare monthly cashflow reports
  • Prepare and submit government remittances
  • Payroll and benefit administration
  • Maintain oversight of biweekly payroll run for approximately 85 salaried and hourly employees.
  • Supports Finance and Operations Director in administering Group Benefits Plan
  • Supports Finance and Operations Director in managing office lease and other office related contractual obligations

Human resources

  • Manages performance and development of staff under his or her supervision
  • Works with Management team to develop and achieve annual objectives and key results, and report quarterly on progress
  • Supports staff recruitment processes
