JOB SUMMARY:


Road Safety and Traffic Investigations is responsible for coordinating and directing traffic investigations, collecting, analyzing and processing traffic field data, and developing procedures to enhance safety for drivers and pedestrians through the continuous review of evolving traffic and collision patterns and the timely revision of speed limits and upgraded traffic control devices.

The unit manages the implementation, monitoring, assessment, refinement and development of installation criteria for traffic control devices and safety initiatives such as the Community Safety Zone Program and Adult Crossing Guard Program to maximize their effectiveness, and is responsible for the investigation of fatal collisions to determine the role of the road and its infrastructure in the cause or severity of those collisions.


Automated traffic enforcement technology, combined with other speed enforcement methods, education and awareness, can help reduce the number and severity of collisions on our roads.

You use data to make recommendations on where automated traffic technology will be used. These criteria include, but are not restricted to, high-risk, high-frequency and high-collision locations.

  • Highrisk locations are those where the safety of citizens or police is at risk through conventional enforcement methods.
  • Highfrequency locations are those where data indicates motorists are ignoring or breaking traffic laws on an ongoing basis.
  • Highcollision locations are those where data indicates a greater frequency of collisions.


You conduct analysis and develop analytical solutions that enable evidence-based decision making, improve operational performance, and contribute to improved road safety outcomes identified in the City's Strategic Road Safety Action Plan.

This includes the development and analysis of key performance indicators, preparing complex technical reports or dashboards, data visualizations and presentations for internal and external clients.


EDUCATION AND EXPERIENCE:

Completion of 4 year university degree in Statistics, Mathematics, Computer Science, Data Science, Geomatics or Geography with a concentration in Geographic Information systems, or a related field


Minimum of 3 years of experience in the field of data and analytics with an emphasis on public safety analysis and analytic solution development.


KNOWLEDGE:


  • Advanced knowledge of:
  • Microsoft Office Software (Word, PowerPoint, Excel, Visio, and Outlook).
  • Programming language and its use in geoprocessing or equivalent.
  • Web technologies such as CSS, HTML, and HTTP.
  • ESRI ArcGIS Pro and ArcGIS Server.
  • Comprehensive understanding of spatial database structures.
  • Data systems and statistical data collection
  • Survey techniques and methodologies
  • Database management and data handling procedures (data integrity, statistics)
  • Programming languages including: Python, VB. NET, C#, Flex, Silverlight, JavaScript
  • Advanced skills in data management software
  • General knowledge of:
  • The principles of the safe systems approach to road safety.
  • The Highway Traffic Act and associated municipal road safety regulations.
  • Knowledge of Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers
  • Knowledge or experience with a centre of excellence approach to enabling an organization and customers to selfserve advanced analytics is highly desirable
